PLAYGROUND IMPROVEMENTS AT MONTE VISTA, RAMACHER, AND SUTHERLAND PROJECT C2026-18
NOTICE IS HEREBY GIVEN that the FCSS will receive sealed bids from contractors in accordance with this Notice Inviting Bids and other Bid Documents (collectively "Bid" or "Bid Packet"). This Bid is a formal bid authorized by Public Contract Code section 22032, subdivision (c).
The Project involves playground updates consisting of installation of FCSS-provided playground structures and equipment, ADA upgrades, and related site improvements at Monte Vista School, Beth Ramacher Development Center, and Sutherland Center. The requirements for the Project are set forth in the Bid Packet and the Contract.
The contractor to which the FCSS awards the Contract shall possess at the time the Contract is awarded and maintain in good standing through completion of the Project and all warranty periods, the following California contractor's license – Classification B. The Project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations ("DIR"). A contractor or subcontractor shall not be qualified to bid on, be listed in a bid, subject to the requirements of Public Contract Code section 4104, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Labor Code section 1725.5. The Contractor and each subcontractor shall pay not less than the specified prevailing rate of per diem wages to all workmen employed in the execution of the Project and shall comply with all laws and regulations, and DIR rules and determinations regarding the payment, monitoring, and enforcement of prevailing wages.
Until award of the Contract, the FCSS reserves the right to modify any of the times and dates stated below and/or terms and conditions of the Bid Packet and/or Contract.
1. BID PACKET. The Bid Packet, including the Contract, plans, and specifications will be available starting 05/22/2026 and may be obtained or reviewed by contacting the Contact Person listed above.
2. PRE-BID CONFERENCE. A mandatory pre-bid conference to acquaint prospective bidders with this Bid, the Contract, the Project scope, and site visits of all three campuses will commence on Wednesday, May 27th, 2026, at 8:00 a.m. PDT. The initial site visit will begin at Monte Vista School located at 1221 E. Duff Ave., Reedley, CA 93654, progress to Beth Ramacher Development Center, 710 N. Hughes Ave., Fresno, CA 93728, and will conclude at Sutherland Center, 14505 West F. Street, Kerman, CA 93630. The mandatory pre-bid conference will conclude at approximately 11:00 a.m. PDT. All interested bidders must attend the pre-bid conference. Any bidder that does not attend the pre-bid conference is disqualified and shall not be permitted to submit a bid to this Bid.
3. QUESTIONS. Questions regarding this Bid, the Contract, the Project, and/or the Project Site shall be submitted in writing to, and received by, the Contact Person at the above email before 3:00 p.m. PDT on 06/01/2026.
4. BID SUBMITTAL AND OPENING. All bids to this Bid shall be sealed and submitted to and received by the FCSS before 3:00 p.m. PDT on 06/10/2026 ("Bid Deadline") at the reception desk at 1111 Van Ness Avenue, Fresno, CA 93721 ("Bid Location"). Bids will be opened at the same location and as soon after the aforementioned deadline for receipt of bids as the business of the FCSS permits. All bidders may, but are not required to, attend the bid opening to be considered for the award of the Contract.
5. CONTRACT AWARD. Any letting of the Contract by the FCSS will be in accordance with the California Uniform Public Construction Cost Accounting Act (Public Contract Code § 22000 et seq.) and applicable laws. The lowest bid shall be determined based on the Base Bid without considering any bid price for additive or deductive items, if any. The FCSS reserves the right to add any additive item or deduct any deductive item after the lowest bid is determined. The FCSS expects the Project to commence on or about 07/16/2026 and to be completed by no later than 10/14/2026. The successful bidder may substitute securities or establish an escrow in lieu of retention pursuant to Public Contract Code § 22300 and the Contract.
