COMBINED NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS These notices shall satisfy the above-cited two separate but related procedural requirements for activities to be undertaken by the City of Fresno and the Housing Authority of the City of Fresno. REQUEST FOR RELEASE OF FUNDS On or about May 15, 2026 the City of Fresno as Responsible Entity (RE) will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Low-Income Public Housing (LIPH) Capital Funds to undertake a project known as the Housing Authority of the City of Fresno Multi-Family Housing 5-year Plan. The program is described as follows: The Fresno Housing Authority (FH) proposes improvements to the on-site multi-family apartment buildings. The project site improvements may consist of parking lot slurry and restriping, sidewalks and concrete repairs, site lighting, trash enclosures, fence repair, underground utility repairs, storage room door replacement, roofs, window replacement, exterior painting, irrigation system repairs, landscaping, tree trimming and related work items. The project may also undergo renovations of bathrooms and kitchens, including fixture replacement, electrical, plumbing, interior painting, flooring, door replacement, appliance replacement, HVAC system upgrades and related items. The project may also include general maintenance work on the property periodically based on the Housing Authority maintenance schedule. No demolition and reconstruction or new construction of buildings is included in this proposal. It is estimated that the improvements will be implemented within approximately five years. The action as described represents the maximum extent of the project. The project will be implemented at 8 apartment complex properties and 3 homes within the City of Fresno. Sequoia Courts, 418 S. Recreation Ave., Fresno, CA – APN 471-161-06T FINDING OF NO SIGNIFICANT IMPACT The City of Fresno has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Fresno City Hall, Housing and Community Development Division, 2600 Fresno Street, Room 3065, Fresno, California 93721 (Attention: Corrina Nunez) and may be examined or copied weekdays 8:00 A.M. to 5:00 P.M. An electronic version may be obtained by email request to: corrina.nunez@fresno.gov PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to: City of Fresno, Housing and Community Development Division, 2600 Fresno Street, Room 3065, Fresno, California 93721 (Attention: Corrina Nunez) or by email to: corrina.nunez@fresno.gov. All comments received by May 31, 2026 and will be considered by the City of Fresno prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The City of Fresno certifies to HUD that Georgeanne White in her capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Grant Recipient Housing Authority of the City of Fresno to use the Low-Income Public Housing (LIPH) Capital Funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to the RE's Request for Release of Funds and Environmental Certification for a period of fifteen days following the submission date specified above or the actual receipt of the request (whichever is later) only if they are on the following bases: (a) the certification was not executed by the Certifying Officer of the RE; (b) the RE has omitted a step or failed to make a determination or finding required by HUD regulations at 24 CFR Part 58 or by CEQ regulations at 40 CFR 1500-1508, as applicable; (c) the RE has omitted one or more steps in the preparation, completion or publication of the Environmental Assessment or Environmental Impact Study per 24 CFR Subparts E, F or G of Part 58, as applicable; (d) the grant recipient or other participant in the development process has committed funds for or undertaken activities not authorized by 24 CFR Part 58 before release of funds and approval of the environmental certification; (e) another Federal, State or local agency has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD, Office of Public Housing, One Sansome Street, Suite 1200, San Francisco CA 94104 or by email at: CPD_COVID-19OEE-SFO@hud.gov.
