PUBLIC NOTICE Please take notice that the Board of Directors of the Banta-Carbona Irrigation District ("BCID") anticipates approving water transfers totaling up to 11,000 acre feet of BCID's water under its Central Valley Project water supply contract with the United States Bureau of Reclamation for water year 2026-27. BCID anticipates water transfers being made between April 2026 through February 2027 with some or all of the following districts; Westlands Water District, Panoche Water District, San Luis Water District, West Stanislaus Irrigation District, Del Puerto Water District, James Irrigation District, and Kern-Tulare Water District. Environmental review of the transfers has been completed, but approval of the Secretary of the Interior is required. The Board of Directors of the Banta-Carbona Irrigation District ("BCID") may consider water transfers in small increments possibly totaling up to 11,000 acre feet of BCID's water under its Central Valley Project water supply contract with the United States Bureau of Reclamation for water year 2026-27. The 11,000 acre-feet constitutes approximately 15% of BCID's total water supply, and approximately 55% of BCID's total contracted supply with the United States Bureau of Reclamation. These transfers are authorized under section 3405(a) of the Central Valley Project Improvement Act (Title 34 of Public Law 102-575), and in accordance with the terms and conditions of BCID's CVP water service contract. This notice is provided in accordance with the requirements of the U.S. Bureau of Reclamation's "Interim Guidelines for Implementation of the Water Transfer Provisions of the Central Valley Project Improvement Act". Members of the public are invited to submit comments, ask questions or provide relevant information concerning the proposed transfer described in this notice.
