Public Notice Fresno Housing to Modify its Administrative Plan The Housing Authority of the City of Fresno and the Housing Authority of Fresno County (Fresno Housing) intends to modify its 2026 Administrative Plan for the Housing Choice Voucher (HCV) programs. Fresno Housing intends to specifically modify the following policies: - Fresno Housing intends to change its policy to decrease the payment standard (level of subsidy) during the term of the HAP contract at the second scheduled annual reexamination. Currently, the PHA would not apply a reduced payment standard for families under HAP contract as long as the HAP contract remains in effect. - Fresno Housing intends to begin processing income increases reported by the household, conducting an interim reexamination to recalculate the new family share of rent and new subsidy amount. The new policy replaces the current policy which states increases must be reported but will not be picked up until the household's next annual reexamination. The proposed PHA Plans will be available for review and public comment for 45 days at www.fresnohousing.org/plans-policies beginning February 6, 2026, and ending March 23, 2026, at 11:59 PM.
