FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by City of Fresno as Responsible Entity (RE), and the Housing Authority of the City of Fresno, California.
REQUEST FOR RELEASE OF FUNDS
On or about January 07,2026, the City of Fresno, as Responsible Entity (RE), will submit a Request for Release of Funds (RROF) to the U.S. Department of Housing and Urban Development (HUD) pursuant to 24 CFR 58, to allow for the commitment of HUD's Section 8 Project-Based Rental Assistance (PBRA) associated with the Garland Gardens project.
The Housing Authority of the City of Fresno, California is considering developing the property at 3726 N Pleasant Avenue Fresno, CA 93705 (APN 433-220-39T) in Fresno, California 93705. The subject site consists of an existing 51-unit affordable housing site that has been in continuous operation since 1977-78. The proposed scope includes a comprehensive rehabilitation of the existing residential units, including upgrades to major mechanical, electrical, and plumbing systems and the addition of a community building. Construction is estimated to begin in April 2025 with an anticipated construction completion of May 2027.
Approximate project cost is $23,019,000 and sources include California Tax Credit Allocation Committee (CTCAC) tax credit equity and HUD Section 8 PBRA with an estimated contribution of $5,550,480 in rental assistance over twenty (20) years.
FINDING OF NO SIGNIFICANT IMPACT
The City of Fresno has determined that the project will have no significant impact on the human environment. Accordingly, the City of Fresno makes a Finding of No Significant Impact (FONSI) based on an environmental Assessment prepared in accordance with the National Environmental Policy Act of 1969 (NEPA) and HUD Regulations at 24 CFR Part 58.

Any public comments received by January 22, 2026 will be considered by the City of Fresno prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Fresno certifies to HUD that Georgeanne A. White, in her capacity as City Manager, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities related to the environmental review process, and that these responsibilities have been satisfied. HUD's approval of this certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Housing Authority of the City of Fresno to use Section 8 Project-Based Rental Assistance (PBRA) funds for the Garland Gardens Project.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City of Fresno's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are based on one or more of the following:
(a) The certification was not executed by the Certifying Officer of the City of Fresno;
(b) The City of Fresno has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58;
(c) The grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or
(d) Another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
