NOTICE OF PUBLIC HEARING FOR PLANNED UNIT DEVELOPMENT
2025-01 FOR PROPOSED TRACT MAP 6499 AND MITIGATED NEGATIVE DECLARATION FOR TRACT NO. 6499 PROJECT ON APN 394-021-42, LOCATED BETWEEN KAMM AND KLEPPER AVENUES IN THE CITY OF KINGSBURG
NOTICE IS HEREBY GIVEN that the City of Kingsburg (City) City Council will hold a public hearing to consider the following: a Planned Unit Development (PUD) and a Mitigated Negative Declaration for the Tract No. 6499 Project (Project). The meeting will be held at the City of Kingsburg City Hall at 1401 Draper St., Kingsburg, California 93631 on Wednesday, December 3, 2025, at 6:00 p.m. The meeting agenda packet and minutes will be posted on the City's website at https://cityofkingsburg-ca.gov/.
On November 13, 2025, the Kingsburg Planning Commission ("Planning Commission) approved a Tentative Tract Map 6499, (TM) by Crown Construction and Development, Inc. for APN 394-021-42, a parcel of approximately 15.03 acres in size. The TM will subdivide the subject property into 44 single family residential lots, meeting the density of the Low Density Residential Land Use and conforming with the R-1-7 Single Family zone district standards for which the subject property is planned and zoned by the City of Kingsburg General Plan and Official Zoning Map. Additionally, the Project will develop an approximately 0.40-acre neighborhood park, utilizing an approximately 0.20-acre portion of APN 394-021-43 for the development of the park. No other portions of APN 394-021-43 would be developed.
The TM subdivides the Project site into 44 single family residential lots, ranging from 7,000 square feet in size, to 12,800 square feet in size. Floor plans for the houses constructed on the residential lots will range from 1,900 square feet to 2,500 square feet in size. The Project proposes vehicular connection points to Kamm Avenue to the north, as well as 6th Avenue to the south. Internally, the proposed subdivision would include streets of 60 feet in width and an alleyway of 16 feet in width. Additionally, three outlots are proposed for dedication to the City. Outlots A and B will be dedicated for open space and landscaping purposes, while Outlot C is offered for dedication for a future City well site.
On November 13, 2025, the Planning Commission recommended to the Kingsburg City Council the Project be approved as a Planned Unit Development, allowing it to be developed in a manner which allows for design to depart from the strict enforcement of the zoning ordinance, however it will provide a finished product that enhances the character of the site more so than if the Project were developed strictly following the zone district requirements. The Kingsburg City Council will review the recommendation of the Planning Commission and may affirm, revise or modify the recommendation and decision of the Planning Commission.
Pursuant to the California Environmental Quality Act, an Initial Study/Mitigated Negative Declaration has been prepared, describing the degree of potential environmental impacts of the Project. The City has assessed the potential environmental impacts of this Project and has determined that they will be less than significant with mitigation. The Planning Commission recommended approval of a Mitigated Negative Declaration and Mitigation Monitoring Program for the Planned Unit Development. The Kingsburg City Council will also review the recommendation the Planning Commission for approval of a Mitigated Negative Declaration and Mitigation Monitoring Program for the Planned Unit Development. Copies of the Initial Study and Mitigated Negative Declaration are on file and available for public review at 1401 Draper St., Kingsburg, California 93631.
PLEASE TAKE SPECIAL NOTICE that any person, entity, or group who later challenges in court any action taken by the City of Kingsburg or others in connection with these matters may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered at or prior to the public hearing to the address set forth herein and directed to the attention of the City Council.
