Request for Proposals Trinity Railway Express Station Areas Development Plan The North Central Texas Council of Governments (NCTCOG) is requesting written proposals from consultant firms to create a corridor-level planning evaluation and recommendations for transit-oriented development (TOD) at seven Trinity Railway Express (TRE) station areas. The effective area of study will be the half-mile radius around each TRE Station. Based on project partner input and review of conditions, this includes a request for more detailed area planning for up to five of the seven TRE Stations including Trinity Lakes, CentrePort/DFW Airport, West Irving, Downtown Irving/Heritage Crossing, and Medical/Market Center. NCTCOG will be releasing this Request for Proposals (RFP) on Friday, October 9, 2026, in the Bidnet Direct system and will accept electronic submissions through the Bidnet Direct system only. The Bidnet Direct submittal will count as the official submittal. Proposals must be submitted in Bidnet Direct no later than 5:00 p.m., Central Time, on Friday, November 6, 2026.
