HOLLY FUELING FACILITY
NOTICE TO OFFEROR
The City of Fort Worth invites Competitive Sealed Proposals from qualified contractors interested in providing a new above-ground fueling facility at the Holly Water Treatment Plant, located at 1500 11th Avenue, Fort Worth, Texas.
The project scope consists of demolition of a small storage building; associated pavement removal; grading and site work; retaining wall construction; foundations; purchase and installation of diesel, gasoline, and DEF above-ground storage tanks; fuel island canopy; pipe bridge; fuel dispensers; associated tank monitoring equipment; lighting; electrical work; a small utility building; air compressor; and air and water reels.
The construction budget is approximately $2,773,122.
The Competitive Sealed Proposal solicitation will be posted on the City of Fort Worth's Bonfire procurement portal and can be accessed by logging onto: https://fortworthtexas.bonfirehub.com/login. All questions from prospective Offerors, responses, and addenda will be issued through Bonfire.
A pre-proposal site visit is scheduled for 2:00–3:30 PM on Wednesday, October 7, 2026. The deadline for questions from prospective Offerors is 5:00 PM on Thursday, October 15, 2026.
Proposals will be received through Bonfire until 3:00 PM on Thursday, November 5, 2026, and will be publicly opened and read aloud approximately thirty minutes later.
