Request for Proposals Collard Street Conceptual Design Engineering The North Central Texas Council of Governments (NCTCOG) is requesting written proposals from consultant firms to conduct a high-level engineering analysis along Collard Street from Lancaster Avenue to Avenue A near Texas Wesleyan University (TWU) in Fort Worth. The firm will be asked to develop conceptual design plans that provide concepts for seamless connections from the analysis area to Rosedale Street on the south and integrate with the upcoming reconstruction of East Lancaster Avenue. NCTCOG will be releasing this RFP on Friday, October 2, 2026, in the Bidnet Direct system and will accept electronic submissions through the Bidnet Direct system only. The Bidnet Direct submittal will count as the official submittal. Proposals must be submitted in Bidnet Direct no later than 5:00 p.m., Central Time, on Friday, October 30, 2026.
