LOTT Clean Water Alliance
Class A+ Reclaimed Water Demonstration Project
Description of Proposal: The LOTT Clean Water Alliance (LOTT), which provides wastewater treatment for the urban areas of Lacey, Olympia, and Tumwater in Thurston County, will construct and temporarily operate a small-scale advanced water treatment (AWT) demonstration plant at the Budd Inlet Treatment Plant (BITP). LOTT currently produces Class A reclaimed water at the Budd Inlet Reclaimed Water Plant. The focus of this project is to demonstrate proven technology to produce safe, clean Class A+ reclaimed water for public outreach purposes. The LOTT Class A+ demonstration study will evaluate two different AWT trains (i.e., treatment methods): Reverse Osmosis-based Advanced Treatment (RBAT) and Carbon-based Advanced Treatment (CBAT). Class A+ reclaimed water will be produced using final effluent from the BITP as source water. The equipment will begin operating in 2027, allowing project team monitoring of critical control points and extensive sampling and monitoring to prove the safety of Class A+ reclaimed water and demonstrate reliability and efficacy of the multiple treatment barriers.
The Class A+ reclaimed water generated will not be connected in any way to a potable drinking water system but will be stored in batches and transported to local brewers or other community partners to produce beer or other alcoholic beverages. The Class A+ reclaimed water will meet state and federal requirements for potable reuse as defined by the Washington State Department of Ecology, Washington State Action Levels and Maximum Contaminant Levels as defined by the Department of Health (DOH), and U.S. Environmental Protection Agency National Primary and Secondary Drinking Water Regulations. The equipment will be located at the BITP in downtown Olympia and will cover approximately 4000 square feet of paved area (Hazen and Sawyer, 2024).
The demonstration project is designed to achieve the following goals: (1) Demonstrate reliable treatment performance and protection of public health and (2) Provide an educational demonstration for public officials, regulators, schools, community groups, and the public regarding water resource management, advanced water treatment, and responsibly protecting the environment.
Project Location: The location will be at LOTT Clean Water Alliance's Budd Inlet Treatment Plant (BITP) at 500 Adams St. NE, Olympia, WA. The demonstration project will take place on an existing parking lot within the fenced area of the BITP.

Threshold Determination: The lead agency for this proposal has determined that it will not have a probable significant adverse impact on the environment. Therefore, an environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This determination was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
This Determination of Nonsignificance (DNS) is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of issuance.

Appeal Procedure: Pursuant to RCW 43.21C.075(3) and LOTT Environmental Rules Section 7.2, this Determination of Nonsignificance may be appealed as provided therein. Appeals must be filed with the Responsible Official within twenty-one (21) calendar days from the date of issuance of this Determination. Any appeal must be accompanied by a $456.34 administrative appeal fee.
Appeal Deadline: Appeals must be received by hard copy mail or delivery by 4:00 p.m., October 26 2026.
