REGARDING THE
2026-2027 COMMUNITY ACTION PLAN
FOR USE OF FEDERAL FUNDS FROM
THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS UNDER THE FOLLOWING PROGRAMS:
COMMUNITY SERVICES BLOCK GRANT (CSBG) PROGRAM AND THE
COMPREHENSIVE ENERGY ASSISTANCE (CEAP) PROGRAM UNDER THE LOW-INCOME HOME ENERGY ASSISTANCE (LIHEAP) PROGRAM

The City of Fort Worth is providing a public hearing for public comments regarding the submission of the proposed Community Action Plan for the use of TDHCA grant funds for the 2026-2027 program year. The proposed plan meets state and federal requirements under the Community Services Block Grant Act of 1981 and the Low-Income Home Energy Assistance Program Act of Act of 1981, as amended. This plan will be submitted to the Texas Department of Housing and Community Affairs (TDHCA) on or about September 1, 2026, to meet application and regulatory requirements for the Community Services Block Grant (CSBG) and the Comprehensive Energy Assistance Program (CEAP).
COMMUNITY ACTION PLAN
The 2026-2027 Community Action Plan for the City of Fort Worth's Neighborhood Services Department's Community Action Partners' program summarizes the specific activities and proposed expenditures for the CSBG and CEAP Programs for the upcoming program year, which begins on January 1, 2027, and ends on December 31, 2027. The purpose of these funds is to benefit low-income individuals and areas throughout Tarrant County by reducing poverty, providing energy assistance and energy conservation education assistance.
The total amount of grant funding to be allocated for the 2026-2027 Program Year is estimated to be $10,523,391.00 which includes $1,820,405,00 in estimated funding for the CSBG program and $8,702,986.00 for programs under CEAP.

The Neighborhood Services Department staff will conduct a public hearing on Monday,August 1, 2026, at 1:00 p.m. to be held at the Fort Worth City Hall. Please contact JennaPerales, Human Services Manager at (817) 392-5979 or via email at jenna.perales@fortworthtexas.gov.
The purpose of this hearing will be to receive public comments on the 2026-2027 Community Action Plan. The plan is scheduled to be submitted to the Texas Department of Housing and Community Affairs on September 1, 2026.
