This notice shall satisfy two separate but related procedural requirements for activities to
be undertaken by the City of Fort Worth.
REQUEST FOR RELEASE OF FUNDS
On or about July 20, 2026 the City of Fort Worth will submit a request to the U.S. Department of Housing and Urban
Development (HUD) for the release of Community Development Block Grant (CDBG) funding to undertake a project known as Richardson Ridge.
The proposed project, located at 4000 Campus Dr., Fort Worth, Tarrant County, Texas 76119, includes land acquisition and new construction of a 228-unit affordable multifamily development. The complex will be comprised of ten (10) three-story residential buildings, a standalone clubhouse, outdoor amenities, and stormwater detention. The new complex will include units ranging from one, two and three-bedroom units with private entrances from interior hallways. The Richardson Ridge Apartments will feature a clubhouse, leasing office, amenity areas, pool house, and surface parking. There is a shortage of new, safe, modern affordable housing in the city of Fort Worth - Richardson Ridge will significantly alleviate the need of affordable housing in the area. According to the Market Feasibility Study, there was a 6.5% increase in population in the primary market area from 2010 to 2020; the population is expected to increase through the year 2028. The subject property will be newer in age than other existing projects in the area. The subject property improvements would have an estimated effective age and economic life of more than 45 years. The complex will Increase economic development in the area and increase quality of social services.
The total project cost is $40,559,704.00. The estimated financing structure of the project includes the following:

FINDING OF NO SIGNIFICANT IMPACT
The City of Fort Worth has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Fort Worth Neighborhood Services Department, 100 Fort Worth Trail, and is available for review or may be copied 8:00 A.M to 5:00 P.M., Monday through Friday. The ERR is also available for viewing online at https://cpd.hud.gov/cpd-public/environmental-reviews.
PUBLIC COMMENTS
Any individual, group, or agency wishing to comment on the project may submit written comments on the ERR to Tracey Walton, Interim Community Development Manager, Neighborhood Services Department, City of Fort Worth, 100 Fort Worth Trail, Fort Worth, Texas 76102, contact by telephone at (817) 392-5697, or via email at tracey.walton@fortworthtexas.gov. All comments received by 5:00 p.m., July 18, 2026, will be considered by the City of Fort Worth prior to authorizing submission of a request for release of funds to HUD. Commenters should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Fort Worth certifies to HUD that Dana Burghdoff in her capacity as Assistant City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Fort Worth to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will consider objections to its release of fund and the City of Fort Worth's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Fort Worth; (b) the City of Fort Worth has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to U.S. Department of Housing and Urban Development, Leticia Ibarra, Region VI CPD Director, Fort Worth Regional Office, 307 W. 7th St., Unit 1000, Fort Worth, Texas 76102. Alternatively, comments may be submitted via email at CPDRROFFTW@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.
