NOTICE OF OPPORTUNITY
FOR PUBLIC HEARING
TRANSPORTATION ASSISTANCE GRANT
Re: City of Grand Prairie Transportation and Mobility Department program known as The Grand Connection; FY 2027 Operating and Capital Assistance Grant.
1. Notice is hereby given that a public hearing shall be held on July 21, 2026, at 6:30 pm at 300 W. Main St., Grand Prairie, TX, 75050 by the City Council of the City of Grand Prairie for the purpose of considering projects for which Federal Operating and Capital assistance under Section 5307 and 5310 of the Transportation Efficiency Act of 1998 for rural and Small Urban Transit Agencies will be sought. A. The City's Transit Operations Division of the Transportation and Mobility Department is requesting authorization to submit a 2027 grant application for the proposed budget requesting $520,000 for Capital expenditures from the Federal Transit Administration (FTA) Section 5307 program, $310,000 for operating expenditures from the FTA Section 5310 program, and $32,950 from Transportation Development Credits (TDC) to be used for operating expenditures. The City has received $170,584 from the Texas Department of Transportation (TxDOT) and $20,000 from Dallas County, and will be required to provide City matching funding in the amount of $265,521, for a total budget amount of $1,319,055 for continuation of the operating and maintenance of Grand Prairie's "The Grand Connection" Transit System.
B. No persons, families, or businesses will be displaced by these projects. These projects are in conformance with comprehensive land use and transportation planning in this area and, as needed, are consistent with the adopted Programming of Projects listed in the Transportation Improvement Program.
C. The projects specifically take into account the special needs of senior citizens and persons with disabilities and are designed to meet those needs.
II. The City of Grand Prairie will afford an opportunity for all interested persons or agencies to be heard regarding the social, environmental, and economic aspects of the projects. Interested persons may submit evidence and recommendations, orally or in writing, regarding the projects. The proposed program will also be the final program unless amended.
III. A copy of the application, the Program of Projects, and the Transportation Improvement Program for the area is currently available for public inspection at the City of Grand Prairie, Transportation and Mobility Department, 300 W. Main Street, Grand Prairie, Dallas County, Texas, 75050.
