This notice shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Fort Worth.
REQUEST FOR RELEASE OF FUNDS
On or about July 14, 2026 the City of Fort Worth will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funding to undertake a project known as Evans and Rosedale Urban Village.
The proposed project, located at 900 Evans Ave, Fort Worth, Tarrant County, Texas 76102, includes development of thirty-six (36) lots for the purpose of constructing a mixed-use urban development. This development would include 181 total residential units (Affordable – 30-60% AMI: 35 units), commercial, retail, and public spaces. This project will benefit low and moderate income Fort Worth residents of CDBG-eligible census tracts who reside in the neighborhood and immediately surrounding areas. The Project will consist of one- two- and three-bedroom units. Housing tax credits will be used to invest new capital into the development of Evans and Rosedale Urban Village to provide affordable residential units as well as commercial, retail, and public spaces for 30 years. The Project shall include, at a minimum, 15,700 square feet of retail and/or office space. Of this space, Developer shall utilize a minimum of 3,000 square feet as an urban grocer or market concept. The only environmental factor affecting the project is unacceptable noise levels due to the vicinity of Interstate 35 West and railroad tracks. This required the City of Fort Worth to file a noise waiver from the project being processed as an environmental impact statement. The total cost for the building installation plus the concrete slab is $61,000,000.00.

Estimated Total HUD Funded Amount: $2,500,000.00
Estimated Total Project Cost (HUD and non-HUD funds) [24 CFR 58.32(d)]: $61,000,000.00.
FINDING OF NO SIGNIFICANT IMPACT
The City of Fort Worth has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Fort Worth
Neighborhood Services Department, 100 Fort Worth Trail, and is available for review or may be copied 8:00 A.M to 5:00 P.M., Monday through Friday. The ERR is also available for viewing online at https://cpd.hud.gov/cpd-public/environmental-reviews.
PUBLIC COMMENTS
Any individual, group, or agency wishing to comment on the project may submit written comments on the ERR to Juliet Moses, Community Development Manager, Neighborhood Services Department, City of Fort Worth, 100 Fort Worth Trail, Fort Worth, Texas 76102, contact by telephone at (817) 392-6203, or via email at Juliet.Moses@fortworthtexas.gov. All comments received by 5:00 p.m., July 13, 2026, will be considered by the City of Fort Worth prior to authorizing submission of a request for release of funds to HUD. Commenters should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Fort Worth certifies to HUD that Dana Burghdoff in her capacity as Assistant City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Fort Worth to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will consider objections to its release of fund and the City of Fort Worth's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Fort Worth; (b) the City of Fort Worth has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to U.S. Department of Housing and Urban Development, Leticia Ibarra, Region VI CPD Director, Fort Worth Regional Office, 307 W. 7th St., Unit 1000, Fort Worth, Texas 76102. Alternatively, comments may be submitted via email at CPDRROFFTW@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.
