CITY OF FORT WORTH NEIGHBORHOOD SERVICES DEPARTMENT REQUEST FOR PUBLIC COMMENT Regarding NOTICE OF INTENT TO CHANGE USE OF FEDERAL GRANT FUNDS and SUBSTANTIAL AMENDMENTS TO PROGRAM YEARS 2022-2023 and 2023-2024, for the USE OF FEDERAL FUNDS from the COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM of the U.S. DEPT. of HOUSING & URBAN DEVELOPMENT (HUD) Publication Date: June 10, 2026 The City of Fort Worth is holding a public comment period from June 10, 2026 to July14, 2026, to receive public comments regarding a proposed change in use of $315,000.00 in Community Development Block Grant (CDBG) funds and a substantial amendment to the City’s 2022-2023 and 2023-2024, Action Plans. The proposed change in use of funds is to add one additional street segment to the project known as the Campbell Street Infrastructure Project (Project), expanding improvements to the 1400-1799 blocks of Campbell Street between East Rosedale Street and Avenue J. A previous notice allocated $1,000,685.00 for the Campbell Street Infrastructure Project. After Transportation & Public Works (TPW) finalized project specifications and updated construction cost estimates, the total estimated project cost was determined to be $1,315,685.00. The additional $315,000 will cover the remaining cost and allow the City to complete the Project. All associated improvements and modifications with the reconstruction of streets include, but are not limited to the removal of existing concrete flatwork, removal and construction of existing curb & gutter, sidewalk and ADA compliant ramps, water meter and ground box adjustments, installation of grass sod, sprinkler head adjustments, tree removal, tree trimming, and removal or relocation of shrubs. These improvements will promote safety, attractiveness, and support community investment. The street segments selected for these CDBG funds were identified by the Transportation and Public Works Department (TPW) because they do not require design work, engineering, or utility relocation which are factors that can significantly increase construction costs. Instead, these segments are suitable for cost‑effective street paving and overlay improvements. TPW identified this eligible street segment within CDBG-eligible census tracts based on the amount of available funding. The Action Plan funding year shown in the funding tables may vary and be substituted based on the principle of First In, First Out (FIFO) in order to expend oldest grant funds first. The funds may be used for any CDBG eligible costs related to the project identified below on behalf of low and moderate income residents.
