Notice of Public Hearing
CITY OF GRAPEVINE, TEXAS
On Tuesday evening, June 16, 2026, at 7:30 P.M. in the City Council Chambers, 2nd Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning Commission of the City of Grapevine will hold a public hearing to consider the following items:
AM26-02; "BP", Business Park District Outside Storage – Consider amendments and changes to the Comprehensive Zoning Ordinance, No. 82-73, same being Appendix D of the Code of Ordinances, as follows: Section 32. "BP", Business Park District, Subsection C. Conditional Uses to allow outside storage, to establish limitations listed in Subsection D. Limitation on Uses, and standards in Subsection M. Design Requirements.
CU26-07; Mavis Automotive - submitted by Jeff Harris with J. Harris Construction for property located at 202 East State Highway 114, platted as Block 3, Lot 7, Metroplace Addition 2nd Installment. The site was previously approved for conditional use permit CU95-28 (Ord. 1995-88) to allow for the development of a retail tire sales and repair service establishment on Lot 7. This request is specifically for a conditional use permit to allow outside storage of vehicles, revise the building elevations, and to allow changes to an existing pole sign in conjunction with an existing automotive repair garage. The property is zoned "CC", Community Commercial District and is owned by Inge Brazos I, LLC.
CU26-12; High Country Commercial – submitted by Chance LeBlanc with Dunaway Associates for property located at 1039 East Dallas Road, platted as Block 1, Lot 1, Esther Moore Addition. The site was previously approved for conditional use permit CU22-30 (Ord. 2022-047) to allow a construction trade office with a storage yard, however, the permit expired due to inactivity after one year. This request is specifically for a conditional use permit to allow for a construction trade office with an outside storage yard. The property is zoned "LI", Light Industrial District and is owned by High Country Commercial, LLC.
CU26-13; Avondale Mercedes – submitted by David Bond with Spiars Engineering for properties located at 1280 and 1300 Texan Trail, proposed to be platted as Block 1, Lots 1R1 and 2RA1, Park Place Mercedes Addition. These sites were previously approved for conditional use permit CU13-15 (Ord. 2013-033) to allow the establishment of a planned commercial center and allow for additional parking in conjunction with an existing automotive dealership with sales and service of new and used vehicles. This request is specifically to shift an internal lot line to allow for additional parking, to revise the building elevations of the existing Mercedes-Benz dealership, and to add a shade structure. The properties are zoned "CC", Community Commercial District and are owned by DKK West, Ltd. and PPMC Realty, Ltd, respectively.
CU26-14/PD26-01; Classic Chevrolet Service Center – submitted by Bently Durant with Classic Chevrolet for property located at 2200 William D Tate Avenue, platted as Block A, Lot 4R-2, Southwest Grapevine Commercial Park. The site was previously approved for site plan SP96-19 (Ord. 95-19) to allow a warehouse. This request is specifically for a conditional use permit to allow outside storage of vehicles and a pole sign in conjunction with an automotive repair garage. A planned development overlay is also requested to deviate from, but not be limited to, a reduction in required parking. The property is zoned "PID", Planned Industrial Development District and is owned by Classic Chevrolet.
CU26-16; Secondary Structure Expansion – submitted by Phil Ware with Ware Brothers Construction, LLC for property located at 101 Cross Creek Drive, platted as Block 2, Lot 3R1B, Manor Oaks Addition. The applicant is requesting a conditional use permit to allow for an expansion of an existing secondary structure on lots 20,000 sq. ft. or greater in size. The property is zoned "R-20", Single-family District and is owned by Richard and Kimber Ware.
Z26-02; "GU", Governmental Use District (Second 30) - submitted by the City of Grapevine for the following properties: 1007 Ira E Woods Avenue, 118 W Dallas Road, 1401 Minters Chapel Road, 1770 Hall Johnson Road, 215 E State Highway 114, 2251 Pool Road, 2590 Juniper Lane, 2701 Thorn Lane, 2901 Pool Road (various portions of Parr Park, Tracts 1, 1B01, 1B01A, and 2A01), 3200 William D Tate Avenue, 3215 Horseshoe Drive, 3220 State Highway 360, 3300 William D Tate Avenue, 3547 Boxwood Drive, 406 S Barton Street, 409 E Hudgins Street, 418 S Scribner Street, 427 Ball Street, 428 S Main Street, 501 S Church Street, 520 W Hudgins Street, 522 West Hudgins, 626 Ball Street, 926 Pine Street, a portion of Heritage Park/ Botanical Garden parking lot along Ball Street (Tract 10J3B), and northern portions of Nolen Drive (Block 3, Lots 1R2B and 2B, Heritage Business Park Addition – Grapevine). This is a city-initiated rezone of 30 properties, approximately 54.02 acres city-wide of various existing zoning districts to the "GU", Governmental Use District on the Official Zoning Map. The properties are owned by the City of Grapevine and Grapevine-Colleyville Independent School District (GCISD).
Z26-03/ CU26-15; South Main Street "PO" Restaurants – submitted by Noti Krasniqi, Paul Guernsey and Julie Stephenson with Grapevine Restaurant Condominium Association, and Gazim Idoski for properties located at 1251, 1255, 1265, 1285, 1295, and 1300 South Main Street, platted as Block 1, Lot 1A, Epicentre at Grapevine and located within the William Dooley Survey, Abstract 422, Tract 1H01. The applicants are requesting to rezone six properties from the "PO", Professional Office District to the "CC", Community Commercial District to align with the current land use on the properties. The applicants at 1255, 1265, 1285, and 1295 are also requesting a conditional use permit to allow the to continue the possession, storage, retail sales, and on- and off- premise consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with the existing restaurants. The properties are zoned "PO", Professional Office District and are owned by the Grapevine Restaurant Condominium Association and B&G Properties, LLC.
After all parties have been given an opportunity to speak, the public hearing will be closed and the Commission and the City Council will deliberate the pending matters.
