SECTION 00 11 13 INVITATION TO OFFERORS Coordinate this document with Specification Sections: 00 21 13 - INSTRUCTIONS TO BIDDERS, 00 41 00 - BID FORM, 00 45 40 Business Equity Specifications, 00 52 43 - AGREEMENT, Section 00 72 00 - GENERAL CONDITIONS, and 00 73 00 - SUPPLEMENTARY CONDITIONS. Their provisions are interrelated by concept and usually cross-referenced by specified number. A change in any one document may necessitate a change in the other. RECEIPT OF COMPETITIVE SEALED PROPOSAL Electronic Competitive Sealed Proposals for the construction of the Mary's Creek Water Reclamation Facility C01239 ("Project") will be received by the City of Fort Worth via the Procurement Portal https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities, under the respective Project until 2:00 P.M. CST, Thursday, June 25, 2026. Competitive Sealed Proposals will then be publicly opened and the names of the Offerors and their monetary proposals will be read aloud beginning at 2:00 PM CST in the City Council Chambers. Bidders shall also email the Small Business Utilization Form, and Small Business Certificate(s), to the city PM. Your submissions must be uploaded, finalized and submitted prior to the Project's posted due date. The City strongly recommends allowing sufficient time to complete this process (ideally a week prior to the deadline) to begin the uploading process and to finalize your submission. Uploading large documents may take time, depending on the size of the file(s) and your Internet connection speed. The Bonfire portal can be accessed using Microsoft Edge, Google Chrome, or Mozilla Firefox. Javascript must be enabled. Browser cookies must be enabled. Electronic submission is subject to electronic interface latency, which can result in transmission delays. All bidders or proposers assume the risk of late transmission/ submission. The City shall not be held liable if an interested bidder or proposer is unable to submit a complete bid/response before the published deadline due to transmission delays or any other technical issues or obstructions. The City strongly recommends allowing sufficient time to complete the submission process (ideally a week before the deadline) to begin the uploading process and to finalize your submission to give adequate time in the event an issue arises. All submissions must be submitted electronically prior to the close date and time under the respective Project via the Procurement Portal: https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities Failure to submit all completed required information listed in the respective Solicitation will be grounds for rejection of a competitive sealed proposal as non-responsive. No late bids/proposals shall be accepted. Bids delivered in any other manner than using the Bonfire Platform (Procurement Portal) will not be accepted or considered. If, upon being opened, a submission is unreadable to the degree that material conformance to the requirements of the procurement specifications cannot be ascertained, such submission will be rejected without liability to the City, unless such offeror provides clear and convincing evidence (a) of the content of the submission as originally submitted and (b) that the unreadable condition of the Electronic Competitive Sealed Proposal was caused solely by error or malfunction of the Bonfire Platform (Procurement Portal). Failure to scan a clear or readable copy of a proposal into the system does not constitute and shall not be considered an error or malfunction of the Bonfire Platform (Procurement Portal). Offerors are encouraged to fully review each page of every document within their submission prior to submitting to ensure all documents are clear, legible, and complete. To get started with Bonfire, watch this five-minute training video: Vendor Registration and Submission [VIDEO] – Bonfire Vendor Support (gobonfire.com) GENERAL DESCRIPTION OF WORK The major work will consist of the (approximate) following: Construction of the new 10-million gallons per day (MGD) Mary's Creek Water Reclamation Facility located at 11091 Chapin Road, Fort Worth, Texas 76108. This is a greenfield site. A portion of the major equipment has been preselected, with specific information included in the appendices. Facilities and improvements will include: 1. Equalization and peak flow storage basins with mixing systems; 2. Preliminary Treatment Unit (PTU) with coarse screens, grit removal, fine screens, and flow control valves; 3. Bioreactor distribution box; 4. Bioreactors with a scum pump station; 5. Membrane tanks; 6. Return activated sludge (RS) and waste activated sludge (WS) pump station; 7. Operations Building with administration facilities, maintenance bay, blower room, pump room, and electrical room; 8. Ultraviolet disinfection system; 9. Cascade aeration system; 10. Outfall; 11. Chemical feed and storage systems for ferric sulfate, supplemental carbon (glycerin), and sodium hypochlorite; 12. Reuse and Service Water Pump Station; 13. Sludge holding tanks; 14. Solids Building with thickening equipment, dewatering equipment, polymer feed and storage systems, blowers, and electrical and control rooms; 15. Return Flow Pump Station; 16. Odor control facilities; 17. Electrical Buildings and related electrical systems throughout; 18. Radio communications tower; 19. Civil site work including paving, grading, vaults, excavation and excavation support, and yard piping; and 20. Instrumentation and controls and physical security measures for an integrated and operational system. DOCUMENT EXAMINATION AND PROCUREMENTS The Competitive Sealed Proposal and Contract Documents may be examined or obtained via the Procurement Portal https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities, under the respective Project. Contract Documents may be downloaded, viewed, and printed by interested contractors and/or suppliers. EXPRESSION OF INTEREST To ensure potential offerors are kept up to date of any new information pertinent to this project, all interested parties should indicate their intent to bid in the Procurement Portal by selecting "yes" under the Intent to Propose section. All Addenda will be posted in the Procurement Portal https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities, under the respective Project. PREPROPOSAL CONFERENCE – In person A non-mandatory preproposal conference will be held as discussed in Section 00 21 13 - INSTRUCTIONS TO OFFERORS at the following date, and time: DATE: May 27, 2026 TIME: 9:00 a.m. LOCATION: Westside Water Treatment Plant ADDRESS: 12200 Old Weatherford Road, Aledo, TX 76008 Attendees will need to call in to security at the gate, identify themselves, and state the meeting they will be attending to be allowed access to the facility. A site visit to the Mary's Creek WRF site will follow conference. The presentation and any questions and answers provided at the conference will be issued as an Addendum to the call for Competitive Sealed Proposals. CITY'S RIGHT TO ACCEPT OR REJECT PROPOSALS City reserves the right to waive irregularities within and to accept or reject any or all proposals. AWARD City will award a contract to the Offeror that provides the best value to the City based on an evaluation of the proposals using the process presented in Section 00 21 13 - INSTRUCTIONS TO OFFERORS. FUNDING The Mary's Creek Water Reclamation Facility Project is expected to be funded from the Water Infrastructure Finance Innovation Act (WIFIA) loan and a Texas Water Development Board (TWDB) loan. Failure to secure funds from these sources will be grounds to cancel the project. The Contractor will be responsible for meeting the requirements of these loans as outlined in Section 00 21 13 – INSTRUCTIONS TO OFFERORS and Appendix III Funding Requirements. This contract is contingent upon release of funds from the Texas Water Development Board. Neither the environmental Protection Agency (EPA) or the State of Texas, nor any of their departments, agencies, or employees, are or will be a party to this Invitation to Offerors or any resulting contract. For Clean Water State Revolving Fund, any contract(s) awarded under this Invitation to Offerors is/are subject to the American Iron and Steel (AIS) requirements of federal law, including federal appropriation acts and/or Section 608 of the Federal Water Pollution Control Act. Equal Opportunity in Employment – All qualified Applicants will receive consideration for employment. The Davis-Bacon prevailing wage requirements apply. Proposals submitted under this Invitation for Offerors must include the current Davis-Bacon wage determinations for the area where construction will occur. For additional information on the Davis-Bacon Wage Rate Requirements and its applicability to this contract, please consult TWDB Guidance No. DB-0156. Proposer shall submit evidence of authority to conduct business as a Nonresident Offeror in the state of Texas in accordance with Section 00 43 37 – Vendor Compliance to State Law Non-Resident Bidder. Each Proposal must be accompanied by a Proposal Security (Bid Bond and/or Bid Guarantee) made payable to City in amount of five (5) percent of Offeror's maximum proposal price, on the form attached or equivalent, issued by a surety meeting the requirements of Paragraph 5.01 of the General Conditions.
