Early Notice and Public Review of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain and/or Wetland To: All interested Agencies, Groups and Individuals This is to give notice that HUD under 24 CFR Part 50 or Responsible Entity under 24 CFR Part 58 has determined that the following proposed action under Section 221(d)(4) of the National Housing Act is located in the Federal Flood Risk Management Standard (FFRMS) floodplain, and HUD or Responsible Entity will be identifying and evaluating practicable alternatives to locating the action within the FFRMS floodplain and the potential impacts on the FFRMS floodplain from the proposed action, as required by Executive Order 11988 and/or Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project is located at 10850 Texan Rider Drive in Fort Worth (Tarrant County), Texas. The extent of the FFRMS floodplain was determined using the Freeboard Value Approach (FVA). The subject property, which is referred to as Rock Creek Apartments, is undeveloped land and consists of an irregular shaped parcel containing approximately 16.883-acres (735,426-square feet). Proposed site activities consist of construction of a multi-family residential complex that will contain 301 residential units to be completed in September 2027. Based on the results of the FFRMS analysis, 0.96-acres (41,944-square feet) of FFRMS floodplain is proposed to be impacted on the subject property. In addition, 0.03-acres (1,376-square feet) of wetlands will be impacted on the subject property. There are three primary purposes for this notice. First, people who may be affected by activities in the FFRMS floodplain and/or wetland and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the FFRMS floodplain and/or wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain and/or wetland. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about the FFRMS floodplain and/or wetland can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in the FFRMS floodplain and/or wetland, it must inform those who may be put at greater or continued risk.
