NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS April 8, 2026 City of Arlington Texas P.O. Box 90231, MS 01-0330 Arlington, TX, 76004-3231 (817) 459-6238 On or after April 20, 2026, the City of Arlington will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as City of Arlington Human Services Center Rehabilitation Project. The City of Arlington proposes to complete rehabilitation improvements to the Human Services Facility located at 501 W Sanford Street Arlington, Texas 76011 to restore and enhance functionality and extend the useful life of the building. Improvements include building system upgrades such as roof replacement, HVAC replacement and controls, electrical improvements, window system replacement, elevator modernization, security system modernization, water heater replacements, plumbing improvements, exterior door replacement, interior repainting, flooring replacement, and related work. The project also includes repair of the existing parking lot and sidewalks and the installation of accessibility improvements, including ADA-compliant ramps, accessible pathways, and related features to ensure safe and compliant access to the facility. All work will occur within previously developed areas of the site, and no change in land use or beneficiaries will occur. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA), per 24 CFR Part 58.35(a)(3)(i) but are subject to compliance with related environmental laws and authorities. An Environmental Review Record (ERR) that documents the environmental determinations for this project is available at the City of Arlington, Grants Management Department, 101 West Abram Street, 3rd Floor, Arlington, TX 76010 and may be examined or copied weekdays from 9:00 AM. to 4:00 PM. CST. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the City of Arlington, Grants Management Department. All comments received by April 15, 2026 will be considered by the City of Arlington prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The City of Arlington certifies to HUD that Troy Williams, in his capacity as Certifying Officer and Community Development Director, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Arlington to use HUD program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the City of Arlington's certification for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Arlington Texas (RE); (b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD/State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the U.S. Department of Housing & Urban Development Region VI, Fort Worth Regional Office, 307 West 7th Street, Suite 1000, Fort Worth, TX 76102.
