CITY OF GRAPEVINE BUILDING BOARD OF APPEALS ORDER OF DEMOLITION Following a public hearing before the City of Grapevine Building Board of Appeals (the "Board") on March 9, 2026, at which all interested parties were provided notice and the opportunity to be heard, and based upon the evidence and testimony presented, the Board adopts the following findings and order regarding the manufactured home located at: 431 N. Scribner Street, Lot 72, Grapevine, Texas (the "Property"). Findings of Fact. After considering the testimony and evidence presented at a public hearing, the Building Board of Appeals makes the following findings: 1. The manufactured home located on the Property constitutes a dangerous and uninhabitable manufactured home as defined by Chapter 24 of the City of Grapevine Code of Ordinances. 2 Chapter 24 provides that manufactured homes with conditions that create a hazard to life, safety, health, or welfare are considered dangerous manufactured homes and constitute a public nuisance. 3. The manufactured home on the Property exhibits conditions that render it dangerous and uninhabitable, including but not limited to: a. Structural deterioration and defects affecting the safety and stability of the structure; b. Conditions that present hazards to public health, safety, or welfare; c. Dilapidated, substandard, or deteriorated components rendering the structure unfit for human habitation. d. Conditions that create the potential for injury to persons or property. 4. Under Section 24-15 of the Grapevine Code of Ordinances, uninhabitable and dangerous manufactured homes are declared to be public nuisances, and the owner must vacate, repair, remove, or demolish the manufactured home. 5. The Building Official issued notice identifying the dangerous conditions and requiring corrective action consistent with Section 24-16 of the Grapevine Code of Ordinances. 6 The matter was set for a public hearing before the Building Board of Appeals pursuant to Section 24-18 of the Grapevine Code of Ordinances, and notice of the hearing was provided to the owner and any lienholders as required by the ordinance. 7. At the public hearing, interested parties were given the opportunity to present evidence and testimony regarding the condition of the manufactured home and any proposed repairs. 8. Based upon the evidence presented, the Board finds that the manufactured home located at 431 N. Scribner Street, Lot 72 is dangerous, uninhabitable, and constitutes a public nuisance under Chapter 24 of the Grapevine Code of Ordinances. Order. Based upon the findings above, the Building Board of Appeals hereby ORDERS that: 1. The owner of the manufactured home shall immediately vacate and secure the manufactured home from unauthorized entry if it has not already been vacated. 2. The manufactured home located at 431 N. Scribner Street, Lot 72, Grapevine, Texas shall be demolished and removed from the Property within thirty (30) days of the date of this Order unless otherwise authorized by the Building Board of Appeals. 3. Demolition shall include the destruction and removal of the manufactured home and any associated structures, debris, and materials from the site, and the Property shall be cleared and left in a clean and safe condition. 4. If the owner, lienholder, or mortgagee fails to comply with this Order within the time specified, the City of Grapevine may demolish and remove the manufactured home, and may assess the costs of demolition, removal, and related work against the Property as authorized by Chapter 24 of the Grapevine Code of Ordinances. 5. Within ten (10) days after issuance of this Order, the Building Official shall: • File a copy of the Order in the Building Official's office; • Publish notice of the Order in a newspaper of general circulation within the City; • File a copy of the Order in the Tarrant County deed records. 6. Once filed in the deed records, any sale or transfer of the Property does not affect the validity or enforceability of this Order. Joe Lipscomb Ordered this 9th day of March, 2026.
