SECTION 00 11 13 INVITATION TO BIDDERS RECEIPT OF BIDS Electronic bids for the construction of Residential Lead Service Line Replacement Contract 1, City Project No. 106471 ("Project") will be received by the City of Fort Worth via the Procurement Portal https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities, under the respective Project until 2:00 P.M. CST, Thursday, April 16, 2026. Bids will then be opened publicly and read aloud beginning at 2:00 PM CST at New City Hall (NCH); Council Work Session Room, 100 Fort Worth Trail, Fort Worth, TX 76102. Bidders shall also email the Small Business Utilization Form, and Small Business Certificate(s), to the city PM. Your submissions must be uploaded, finalized and submitted prior to the Project's posted due date. The City strongly recommends allowing sufficient time to complete this process (ideally a week prior to the deadline) to begin the uploading process and to finalize your submission. Uploading large documents may take time, depending on the size of the file(s) and your Internet connection speed. Failure to scan a clear or readable copy of a bid into the system does not constitute and shall not be considered an error or malfunction of the Bonfire Platform (Procurement Portal). TIME PERIOD AND RENEWALS The time period of this Agreement will be for one calendar year or the expiration of the funding, whichever occurs last. The City reserves the right to renew the contract for up to one (1) additional one calendar year time periods or up to one (1) additional expenditures of $1,000,000.00 under the same terms, conditions and unit prices. The City shall provide at least sixty (60) days' notice to the Contractor of the City's intent to renew. PREQUALIFICATIONS AND INSPECTIONS Certain improvements included in this project must be performed by a contractor or designated subcontractor who is pre-qualified as by the City at the time of bid opening. The procedures for qualification and pre-qualification are outlined in the Section 3 of 00 21 13 – INSTRUCTIONS TO BIDDERS. Applicants for a Fort Worth Plumbing Contractor Registration shall hold a valid State of Texas Master Plumber License or Texas Board of Irrigators License when required by the State of Texas or the City of Fort Worth Plumbing Code. Individuals with the following credentials shall be recognized as capable of conducting a customer service inspection certification. (A) Plumbing Inspectors and Water Supply Protection Specialists licensed by the Texas State Board of Plumbing Examiners (TSBPE). Environmental Review for Historical Preservation Districts, Floodplain Review, Texas Parks & Wildlife, and Natural Resources Conservation Service (USDA). All environmental review recommendations will be adhered during the replacement project for galvanized service lines on private property. FUNDING Any contract(s) awarded under this Invitation for Bids is/are expected to be funded in part by financial assistance from the Texas Water Development Board (TWDB). Neither the Environmental Protection Agency (EPA) or the State of Texas, nor any of their departments, agencies, or employees, are or will be a party to this Invitation for Bids or any resulting contract.
