LEGAL NOTICE
Introduction:
The City of Fort Worth, Texas desires to select a Construction Manager-at-Risk (CMAR) contractor to provide CMAR services in connection with the final design and construction of Fort Worth Water Gardens renovation project at 1502 Commerce Street. The selection will be a one-step process in accordance with Texas Government Code Ch. 2269.251 et seq.
The City will be evaluating the proposers, in general, on: project delivery techniques, approaches and relevant experience that results in the following value statements for the project and City:
1. Efficiency in overall delivery timeline (schedule).
2. Increased and/or enhanced functionality resulting from phasing and sequencing of project delivery to reduce impacts to homeowners and business owners and improve public mobility during construction.
3. Cost-savings and cost-avoidance (project construction change order/Field Order reductions) identified during preconstruction phase - constructability review of the design.
4. Reduced risk resulting from early engagement of the Construction Manager to optimize construction delivery in collaboration with the City's contracted Engineer.
CMAR or alternative delivery project management experience is desired and will be recognized in two ways:
1. Demonstrated relevant CMAR experience of the Proposer; and/or,
2. Value-delivery techniques on non-CMAR projects that demonstrate results and benefits to the project and Owner.
SECTION 2: DESCRIPTION OF PROJECT
A. The Project consists of various improvements in the eastern active pool area adjacent to Main Street and its associated pump building.
B. The City's Consultant Engineer is in the process of preparing design engineering documents and plans. The design process has just begun and we are proceeding forward to our 30% design.
C.. The scope of Work includes (approximate current design complete level listed in parenthesis):
Areas to be included:
A. Active pool improvements
1. Replace water features piping
2. New plaster (water proofing)
3. Replace water fountain lighting, conduits and wiring
4. Replace controls
5. Replace filtration
6. Replace water treatment system
B. Pump room #1 expansion
1. Expand existing pump room to include new separate chemical room and
electrical equipment room
2. Renovate existing restroom to be ADA compliant
3. Replace all water feature electrical equipment
4. Replace Motor Control Center "MCC-A"
5. Replace water feature pumping system and associated piping
6. HVAC system improvements for pump room and electrical equipment
room
7. Miscellaneous electrical improvements
C. Site general condition improvements (within project area)
1. Miscellaneous and supportive work necessary for the pump room #1
expansion, including:
i. Hardscape demolition and restoration
ii. Modification to drainage system
iii. Modification to trees/planters as needed to accommodate
The City reserves the right to reject any or all proposals.
A. SELF PERFORMANCE REQUIREMENTS
In accordance with Texas law, the CMAR may seek to self-perform work if the CMAR submits a bid or proposal in the same manner as all other trade subcontractors or suppliers and the City determines that the CMAR's low bid or proposal provides the best value for the submitted work. The CMAR must still meet the Small Business goal even if self-performing some or all of the Construction Phase Services.
B. SUBMISSION OF PROPOSALS
Proposal Each Proposal should be prepared simply and provide a straightforward and concise description of the Proposer's ability to perform, as a CMAR, the required Preconstruction Phase Services and Construction Phase Services as described in this RFP and the Agreement as per the General Conditions. Emphasis should be on completeness, clarity of content, responsiveness to the requirements and an understanding of the City's needs. Vague or misleading statements will be viewed unfavorably.
Costs of Preparing Proposal All costs of preparing the Proposal shall be the sole responsibility of the person or entity submitting the information.
Pre-Proposal Conference A Pre-Proposal Conference will be held at 1:00 p.m. on Thursday, March 12, 2026. The conference will be held in the room MZ06-50, Mezzanine Floor of City Hall, 100 Fort Worth Trail, Fort Worth, Texas 76102. The presentation given at the conference and any questions and answers provided at the conference will be issued as an Addendum to the bid. All interested proposers are strongly encouraged to participate in this conference.
Further Information and Questions Information requests and questions must be submitted in writing by email and received by the City Project Manager no later than Monday, March 23, 2026 at 5:00 pm. Responses to all requests and questions will be emailed to all known interested parties and posted to the City of Fort Worth Bonfire website at http: www.fortworthgov.org/purchasing by end of day, Tuesday, March 24th, 2026

5. Submission of Proposal The proposal shall be limited to 25 pages. Proposals must be printed on letter-sized (8.5 inch by 11 inch) paper. Sheets as large as 11 inches by 17 inches may be used for graphics and will be counted as two pages. Each section will be uploaded separately into Bonfire.
The 25-page maximum does not include a one-page cover letter and the required fee proposal form. The Proposal shall use 10 pt. font or larger for the text. Resumes of Key Personnel may be uploaded to Bonfire if desired, not to exceed an additional 10 pages. The RFP must be submitted in PDF format. A signature must appear on the cover letter.
6. Receipt of All Proposals Proposals, including all required forms and documents, must be uploaded to Bonfire at https://fortworthtexas.bonfirehub.com.
Facsimile submittals will not be accepted.
Fort Worth Water Gardens – 1502 Commerce St
All Proposals must be fully uploaded to Bonfire no later than 1:30 pm on Thursday, March, 26, 2026. All proposals will be publicly opened and the names of the Proposers and the submitted fees and prices for the Project will be read aloud at 2:00 pm the same day at Fort Worth City Hall. Proposals received after the date and time specified herein will be returned unopened.
