NOTICE OF PUBLIC HEARING FOR CREATION OF ANTHEM PUBLIC IMPROVEMENT DISTRICT, CITY OF ARLINGTON, TEXAS PURSUANT TO THE PROVISIONS OF CHAPTER 372, TEXAS LOCAL GOVERNMENT CODE Notice is hereby given that the City Council of the City of Arlington, Texas, will hold a public hearing on Tuesday, February 24, 2026, beginning at 6:30 p.m. in the Council Chambers, 1st Floor, 101 W. Abram Street, Arlington, Texas, to consider designating a certain area of the City as a public improvement district to be known as the Anthem Public Improvement District (the "District"), pursuant to the Public Improvement District Assessment Act, Chapter 372, Texas Local Government Code for the purpose of providing the funding and construction of the public improvements described in Section 2 below to serve the property designated in Section 1 below. At the hearing, the City Council will make findings regarding: (1) the advisability of the proposed public improvement projects; (2) the nature of the proposed public improvement projects, (3) the estimated cost of the proposed public improvement projects; (4) the boundaries of the District; (5) the method of assessment; and (6) the apportionment of costs between the District and the City as a whole. Section 1: Proposed District Boundaries The boundaries of the proposed District are listed below. Section 2: General Nature and Cost of Proposed Improvements The general nature of the proposed public improvements and services are designed to assure that the Anthem area creates a sense of place and is economically viable, thereby providing maintenance and beautification for all public spaces, marketing and business engagement including seasonal events and cooperative marketing campaigns, and security to promote a safe environment in coordination with Arlington Police Department. Section 3: Proposed Method of Assessment The establishment of the District shall have a term of twenty-eight (28) years, and that during the twenty-eight (28) year term of the District, annual assessments against qualifying property in the District shall not exceed a rate of $0.80 per $100 of taxable value of the Tarrant Appraisal District's value of real property and improvements. In accordance with the submitted Service & Assessment Plan, it is anticipated that the first three (3) years of the assessment will be $0.00 per $100 of assessed valuation. Section 4: Estimated cost of the proposed public improvements The total costs of the noted public improvement projects and programs identified in Section 2 herein are approximately $16,809,218 for the full twenty-eight (28) years. Section 5: Apportionment of Costs between the District and the City All costs of the District will be apportioned to the District. All of the costs of the proposed public improvements and programs will be paid by assessments of the property owners. The boundaries of the proposed Public Improvement District are shown in the following map: All Anthem property within the PID boundary, generally located west of North Collins Street and south of Interstate 30 Highway, including Lots 3R2-A, 3R2-B (TAD Account #: 41583086, 41583094) and 2R (TAD Account #: 04847695, 05941946, 05941938), of the G.W. Ragan Addition, with physical addresses 1322 and 1400 North Collins Street, and 770, 781, and 800 East Road to Six Flags Street. All residents and property owners within the District, and all other persons, are hereby invited to appear in person, or by their attorney, and contend for or contest the creation of the Anthem Public Improvement District.
