Box 95104 Grapevine, Texas 76051 Grapevine, Texas 76099 until 2:00 PM, Thursday, March 5, 2026, for the construction of: PEACH ST. WWTP TRAIN 1, 2 AND 3 IMPROVEMENTS This project generally includes, but is not limited to, the following items: a. Demolition of existing Train 1 Traveling Bridge Filters. b. Installation of new Train 1 Disc Cloth Filters. c. Installation of new Train 1 concrete driveway. d. Installation of new Train 1 Aeration Basin weir. e. Demolition of existing Train 1 motor control center. f. Installation of new electrical distribution and controls to support new Disc Cloth Filters. g. Connection of new Disc Cloth Filters Control Panel to Plant Control System. h. Installation of new instrumentation and controls to support new Disc Cloth Filters. i. Installation of new Train 2 concrete driveway. j. Demolition of existing Train 2 Aeration Basin diffusers. k. Installation of new Train 2 Aeration Basin diffusers. l. Installation of new Train 2 Aeration Basin effluent weirs. m. Installation of new Train 2 aeration header and appurtenances. n. Miscellaneous Train 2 modifications. o. Installation of new Train 3 aeration header and appurtenances. p. Installation of new Train 3 Aeration Basin effluent weirs. q. Miscellaneous Train 3 modifications. r. Modifications to existing effluent flow structures. s. Installation of new Service Water Pump Station. t. Installation of new service water distribution system. u. Installation of new electrical distribution and controls as well as instrumentation and controls to support the new Service Water System. v. All other work shown or required by the Contract Documents to provide a complete and working system. Immediately following the time for receipt of bids, the bids will be publicly opened and read aloud in the second floor conference room of the Grapevine City Hall, as addressed above. Any bid received after the above time and date will be returned unopened. Electronic Contract documents, including plans and specifications, may be procured from the Engineer on Friday, February 6, 2026, for a non-refundable fee of $50 per set: www.civcastusa.com Project Contact: Kent Riker Provenance Engineering, Inc. kriker@provenanceengineering.com A nonmandatory Pre-Bid Conference will be held at 1:00 PM, Wednesday, February 18, second floor conference room of the City of Grapevine City Hall. This conference is for the purpose of interpretation for bidding Contractors of Contract Documents, including plans and specifications, for construction of the project. To be accepted, a bid must be accompanied by a bid security instrument payable to the City of Grapevine, Texas, in an amount not less than five (5%) percent of the total base bid, in the form of either (a) a cashier's check or certified check on a Texas bank or thrift with FDIC insurance or (b) an acceptable bidder's bond with a surety authorized to operate in the State of Texas. Performance, Payment and Maintenance Bonds will be required. In case of ambiguity or lack of clearness in stating bid prices, the City of Grapevine reserves the right to adopt the most advantageous construction thereof, to reject any or all bids, and to waive formalities. No bid may be withdrawn within ninety (90) days after the date on which bids are opened. Best Value Bid Award Criteria This bid will be awarded on the best value basis. Bids will be evaluated based on the Bidder's responses to the requirements of this Invitation for Bids. Interviews with bidders are not anticipated but may be held at the option of the evaluation committee. The Owner reserves the right to obtain clarification or additional information with any firm regarding their bid. The Owner reserves the right to select a responsive, responsible firm on basis of best value that is most advantageous to the Owner. The following provides more specific definitions for the weighted criteria that will be evaluated based on the bid and the information received that is requested in the Qualifications for Bidders section of the Instructions to Bidders. 75% (75 max points) will be awarded based on price. The Bidder submitting the lowest base price will receive the maximum allowable points. The other bidders will receive a percentage of the allowable points accordingly. 10% (10 max points) will be awarded based on bidder qualifications and proposed staff. The Bidder and Proposed Staff with the highest qualifications will receive the maximum allowable points. Has the bidder worked for the City of Grapevine on similar size projects? If yes, please provide information. 10% (10 max points) will be awarded on construction experience. The Bidder with the most relevant experience will receive the maximum allowable points. Refer to the Qualifications for Bidders in the Instructions to Bidders for more information. 2.5% (2.5 max point) will be awarded based on safety record and litigation history. Bidders with a favorable safety record and litigation history will receive the maximum allowable points. Please describe any litigation history for the past 5 years including court, case number, and party names and outcomes. Provide list of OSHA reportable accidents for the past 5 years. 2.5% (2.5 max point) will be awarded based on project closeout and warranty history. Bidders with the most favorable project close out and warranty history will receive the maximum allowable points. Please provide 3 projects within the last 5 years that are similar in size and scope showing that issues were responded to in a timely manner and warranty work was completed in a timely manner.
