Request for Proposal: The REC of Grapevine Expansion / Renovation
The City of Grapevine is seeking a qualified Construction Management at Risk Firm. The firm must demonstrate that they have the resources, experience and qualifications necessary to provide services in connection with Construction Manager at Risk Services for the construction project located at 1175 Municipal Way Grapevine TX, 76051. Responses are solicited for this service in accordance with the terms, conditions, and instructions set forth in the RFP guidelines and in accordance with the provisions of the current Texas Local Government Code Title 8 and terms, conditions, and instructions set forth in the RFP guidelines and in accordance with the provisions of the current Texas Local Government Code Title 10, Subtitle F, Chapter 2269.
This Request for Proposal for a Construction Manager at Risk (CMAR) outlines the project specific requirements essential to the successful implementation of the project and to maintaining a high standard of service for patrons of The REC of Grapevine. The city seeks a firm with proven experience in project delivery models that integrate the construction team during the design phase, applying Lean Construction principles to enhance efficiency, collaboration, and overall project outcomes. Proposers should provide evidence of prior participation in high-performing, integrated project teams, with clearly demonstrated examples of measurable, value-added outcomes for the Owner.
The proposal will be awarded to the highest scoring responsible/responsive proposer meeting or exceeding specifications. The award will be presented to City Council for approval. The pre-proposal meeting date is January 21, 2026, at 10:00 a.m. at the following location: 1175 Municipal Way Grapevine TX, 76051.

The RFP closing date and time is February 6, 2026, at 2:00 p.m. local time. RFP responses are due prior to the RFP closing date and time. Responses received after the above time will not be permitted. Submit your proposal documents electronically through the eBid Procurement system and include all required document submittals.
RFP submittal results will be presented to the City Council at which time the City reserves the right to accept or reject any or all responses and to waive any informality in the RFP responses.
