Funding awards made based on proposals submitted under this RFP will result in an annual contract dated October 1, 2026, through September 30, 2027. This RFP is to award Community Development Block Grant (CDBG) funds, Emergency Solutions Grant (ESG) funds, and Housing Opportunities for Persons with AIDS (HOPWA) funds for 2026-2027. CDBG proposals must be for programs that provide services to low- and moderate-income City of Fort Worth persons and households. ESG proposals must address the needs of homeless individuals and families in the City of Fort Worth. HOPWA proposals must address the needs of persons with HIV/AIDS living in Tarrant, Johnson, Parker, or Wise counties. The estimated funding amounts to be available for PSAs for the 2026-2027 Program Year are: • CDBG: $1,067,465.00 • ESG: $569,632.00 • HOPWA: $2,644,868.00 Applicants interested in submitting a proposal are required to attend one of three pre-proposal conferences. Two will be held in person at New City Hall, 100 Fort Worth Trail, Fort Worth, TX 76102. One will be held virtually.
