CONSOLIDATED ACTION PLAN YEAR 2026-2027 REQUEST FOR PROPOSALS for PUBLIC SERVICE AGENCIES (PSAs) & NONPROFITS Interested in Applying for Funds under the Following Grant Programs: Community Development Block Grant (CDBG) Emergency Solutions Grant (ESG) Housing Opportunities for Persons with AIDS (HOPWA) Publication Date December 19th, 2025 PROPOSAL SUBMISSION DEADLINE: Friday, February 13, 2026, 5:00 pm Local Time via Neighborly Software https://portal.neighborlysoftware.com/fortworthtx/Participant NO LATE PROPOSALS WILL BE ACCEPTED The City of Fort Worth Neighborhood Services Department is inviting nonprofit social service agencies to respond to a Request for Proposals (RFP) for public service and architectural barrier removal programs that will provide benefits to eligible households. Funding awards made based on proposals submitted under this RFP will result in an annual contract dated October 1, 2026, through September 30, 2027. This RFP is to award Community Development Block Grant (CDBG) funds, Emergency Solutions Grant (ESG) funds, and Housing Opportunities for Persons with AIDS (HOPWA) funds for 2026-2027. CDBG proposals must be for programs that provide services to low- and moderate-income City of Fort Worth persons and households. ESG proposals must address the needs of homeless individuals and families in the City of Fort Worth. HOPWA proposals must address the needs of persons with HIV/AIDS living in Tarrant, Johnson, Parker, or Wise counties. The estimated funding amounts to be available for PSAs for the 2026-2027 Program Year are: • CDBG: $1,067,465.00 • ESG: $569,632.00 • HOPWA: $2,644,868.00 Applicants interested in submitting a proposal are required to attend one of three pre-proposal conferences. Two will be held in person at New City Hall, 100 Fort Worth Trail, Fort Worth, TX 76102. One will be held virtually.
