Request for Proposals Training Sessions for Bicycle and Pedestrian Design Guides and Safe Routes to School Planning The North Central Texas Council of Governments (NCTCOG) is requesting written proposals from consultant firms interested in conducting training sessions related to Safe Routes to School planning and design guides for bicycle and pedestrian facilities. The training sessions are intended for audiences with various backgrounds including public and private sector engineers and planners, other types of government professionals and officials, and school officials. NCTCOG is seeking consultant teams with demonstrated expertise to instruct and lead one or more training series topics. Each of the four following topics will involve one-day sessions to allow for in-depth review and discussion of the related topics and group exercises: American Association of State Highway Officials (AASHTO) Guide for the Development of Bicycle Facilities, 5th EditionNational Association of City Transportation Officials (NACTO) Urban Bikeway Design Guide, 3rd Edition.Public Right-of-Way Accessibility Guidelines (PROWAG) published in 2023.Safe Routes to School planning and project implementation, including best practices, programs, projects, and policies. Proposals must be received in-hand no later than 5:00 p.m., Central Time, on Friday, January 9, 2026, to Kevin Kokes, Program Manager, Land Use and Mobility Options, North Central Texas Council of Governments, 616 Six Flags Drive, Arlington, Texas 76011. Proposals received after that time will not be considered and will be returned to the proposer unopened. The in-hand submittal will serve as the official submittal. In addition, NCTCOG is testing a new e-procurement system and therefore the RFP will also be released through the Bidnet Direct system (a link will be provided when the RFP is published). NCTCOG encourages electronic submissions through the Bidnet system, in addition to the in-hand submittal; however an electronic submittal only will not be considered in lieu of the required in-hand submittal. The Request for Proposals will be available at www.nctcog.org/rfp by the close of business on Friday, December 12, 2025.
