RELIEF, AND ECONOMIC SECURITY ACT
(CDBG-CV/CDBG-CV3) PROGRAM

The City of Fort Worth (City) is providing a 7-day public comment period from Friday November 21, 2025, to Tuesday, December 2, 2025, to receive public comments regarding a proposed change in the CDBG-CV funded programs by Tarrant Area Food Bank (TAFB), a Public Service Agency. TAFB is the recipient of $242,000.00 in CDBG-CV funds for their RED Bus program to support programming for low-moderate income residents. TAFB provides mobile food delivery, community food distribution, benefit enrollment assistance, and nutrition through its RED Bus program to support low- to moderate-income Fort Worth residents, reduce the impact of food deserts, strengthen community health, and address food insecurity resulting from the COVID-19 pandemic.
PROPOSED PROGRAM ELIGIBILITY AMENDMENT:
The program is currently funded under HUD Matrix Code 05 – Public Services. However, after a program review, it was determined that the appropriate Matrix Code for the program should be HUD Matrix Code 05W – Food Banks to more accurately reflect the nature of the activity and population served. The review also concluded that the National Objective should be revised from the Low/Mod Area Benefit (LMA) category to Low/Mod Limited Clientele (LMC). Additionally, the number of unduplicated clients served by the RED Bus Program will be adjusted from 2,440 to 1,260 to better align with the program's cost per client. These amendments will support TAFB commitment to regulatory compliance, fiscal responsibility, and the accurate reporting of eligible program activities under HUD guidelines.
