Notice of Public Meeting on Intent to Construct the Talbot County – Big Tazewell 500 kV Transmission Line Pursuant to O.C.G.A. § 22-3-160.1 you are hereby notified of certain rights afforded by law concerning a proposed 500 kV electric transmission line to be constructed in Harris, Talbot, Muscogee, Chattahoochee and Marion Counties. Georgia Transmission Corporation (GTC), along with other members of Georgia's Integrated Transmission System, continuously monitor and assess the performance and capability of Georgia's electric system. A recent evaluation revealed that a new 500 kV transmission line is needed to increase electric capacity and reliability in this area. To address these issues, GTC plans to construct the Talbot County – Big Tazewell 500 kV Transmission Line in the area of the preferred route set forth below. GTC will conduct a public open house meeting concerning this project in Muscogee County. The open house meeting will be held on Tuesday, September 29, 2026, at the Echo Event Center, 6018 Business Park Dr Suite B, Columbus, GA 31909. The meeting will be held from 6:00 – 8:00 p.m. You are invited to drop in whenever it is convenient during those hours. Doors will open promptly at 6:00 p.m. The purpose of the open house meeting is to provide information regarding GTC's intent to acquire easements for and to construct the Talbot County – Big Tazewell 500 kV Transmission Line for which the right of eminent domain may be exercised and to allow a reasonable opportunity for members of the public to express their views on the proposed project. GTC representatives will be on hand to provide information, to receive comments and to answer questions about the project. The general route of the proposed approximately 20-mile Talbot County to Big Tazewell 500 kV transmission line begins at the existing Talbot County 500/230 kV Substation, located along a private drive off Cartledge Road in Harris County, Georgia. From the substation, the proposed transmission line turns southeasterly crossing Cartledge Road. The line continues along the east side of the Box Springs community before crossing Columbus Highway, the Central of Georgia rail line, and Upatoi Creek while skirting the northeastern corner of the Fort Benning U.S. Army post. The proposed line continues, crossing GA Highway 355 and Pineknot Road. The route proceeds across Buffalo Road, Highway 41, Hartage Ford Road, and Harbuck Pond Road before terminating at Georgia Power Company's new Big Tazewell Substation, to be located near Harbuck Pond Road in Marion County. The proposed route is located in Muscogee County in Land District 10 – Land Lot 154; Land District 17 – Land Lots: 160 and 195; and Georgia Militia District 774. The transmission line will require cross-country easements of 150 feet in width. In addition to the transmission line easements, Georgia Transmission may require rights to cut and remove dead, diseased, weak or leaning trees located within 10-to-30 foot "danger tree" easements that are located adjacent to the transmission line right-of-way. Georgia Transmission may also seek to require 30-foot wide non-exclusive rights of access off the transmission line right-of-way, where necessary, to construct and maintain the transmission lines. Also, where necessary, Georgia Transmission will require 75 feet x 300 feet temporary workspace easements for stringing wire. This preferred route was selected after consideration of existing land uses in the geographic area where the lines are to be located, existing corridors, existing environmental conditions in the area, engineering practices relating to the construction and operation of the line, and costs relating to the construction, operation, and maintenance of the line. The proposed construction approach for these transmission lines is overhead construction using steel structures. This approach was chosen because it meets the engineering, construction, operational, environmental, schedule, cost, electrical, and reliability requirements of the project. Alternative construction approaches considered, but rejected, were: (1) No Build/Take No Action: This option was rejected because the area load is projected to exceed the existing and planned transmission capacity. Due to the forecast of high growth, doing nothing is an unacceptable alternative. (2) Upgrades to existing transmission facilities. This option was rejected due to the transmission construction durations and operational constraints that would affect area reliability. (3) Underground construction of the transmission line using buried cable in conduit encased in concrete: This approach was considered and rejected because of greater environmental impact due to more soil disturbance than overhead construction, decreased reliability due to excessive restoration time and the lifetime cost of underground construction being significantly greater than the lifetime cost of overhead construction. All of these alternatives were rejected due to a combination of them being less cost-effective, not fully addressing thermal limitations and/or requiring significantly longer project lead times, compared to the recommended plan – thereby prolonging the possibility of reliability issues. Representatives of Georgia Transmission Corporation will contact property owners that are directly affected by the construction of this transmission line. Clearing for the transmission line is scheduled to begin 2nd quarter, 2027. Construction for the transmission line is scheduled to begin 4th quarter, 2027.
