NOTICE OF COMPLAINT FOR FORFEITURE NOW COMES PLAINTIFF, THE STATE OF GEORGIA, by and through the Office of the District Attorney for the Chattahoochee Judicial Circuit, and, pursuant to O.C.G.A. Sections 16-13-49 and 9-16-12, shows as follows: 1. Defendant Property in Rem was lawfully seized by the Muscogee County Sheriff's Office, in Muscogee County, Georgia, and Harris County, Georgia on February 11, 2026, during joint law enforcement operations. 2. On the above date and locations below, Jimmie L. Fluellen, Jr. is alleged to have violated O.C.G.A. § 16-13-31, Trafficking in Cocaine, in that he did possess more than 28 grams of cocaine, or a mixture with a purity of 10 percent or more of cocaine and O.C.G.A. § 16-13-31, Trafficking Fentanyl, in that he did possess approximately 46 grams of Fentanyl, or a mixture containing such substance, at 2710 North Walnut Street, Columbus, Muscogee County, Georgia, and O.C.G.A. § 16-13-31, Possession of Marijuana with Intent to Distribute and O.C.G.A. § 16-13-31, Possession of Oxycodone at 149 Rose Anne Loop, Hamilton, Harris County, Georgia. 3. Defendant Property In Rem was used to transport contraband, purchased with proceeds from the sale of contraband, are proceeds from the sale of contraband, were located in proximity of the contraband, or otherwise used in a manner to facilitate violations of the Georgia Controlled Substances Act and is punishable by imprisonment for more than one year. 4.
