CITY OF COLUMBUS PUBLIC NOTICE OF COMMUNITY MEETING FOR THE CONSOLIDATED PLAN, ANNUAL ACTION PLAN, NEIGHBORHOOD REVITALIZATION STRAGETY AREA STUDY OF SOUTH COLUMBUS, AND CITIZEN PARTICIPATION PLAN The City of Columbus, Georgia invites members of the public to review and offer comments on its 5-Year Consolidated Plan, Annual Action Plan, Analysis of Impediments to Fair Housing Choice, Neighborhood Revitalization Strategy Area (NRSA) Study and Citizen Participation Plan. Background The City of Columbus has developed its 2026-2030 Consolidated Plan, 2026 Annual Action Plan (AAP), a Neighborhood Revitalization Strategy Area (NRSA) Study of South Columbus, and an updated Citizen Participation Plan. The five-year plan and AAP will identify community development and affordable housing needs and set priorities for investment of an estimated total of $13 million in federal grant funds to address them. These plans are required by the U.S. Department of Housing and Urban Development (HUD) for the city to receive federal money through the Community Development Block Grant (CDBG), the Home Investment Partnership (HOME) and Emergency Solutions Grant (ESG) programs. For Federal Fiscal Year 2026/City Fiscal Year 2027, the City of Columbus will be funded these HUD grant amounts: Community Development Block Grant (CDBG): $1,708,493 HOME Investment Partnerships (HOME): $955,158.84 Emergency Solutions Grant (ESG): $148,619.00 These plans have identified community development and affordable housing needs in Columbus and set priorities for investment of federal grant funds. The completion of the NRSA Study serves as an economic development tool, allowing the City to utilize CDBG funding more flexibly to promote investment in South Columbus. Finally, the City has updated its Citizen Participation Plan. The Citizen Participation Plan establishes the number and type of public engagement on the above-mentioned plans and allows citizens to participate, review and comment on all documents prior to submission to HUD. Public Review Period The 2026-2030 Consolidated Plan, 2026 Annual Action Plan, NRSA Study, and Citizen Participation Plan will be available for public review and comment from Sunday, May 31, 2026, to Monday, June 29, 2026. The documents may be downloaded from the City's Website: https://www.columbusga.gov/communityreinvestment. Physical documents will be available at the following locations: 1111 1st Avenue, 3rd Floor Community Reinvestment Office 3111 Citizens Way, Columbus Consolidated Government, Citizen Services Center 3000 Macon Road, Columbus Public Library 640 Veterans Parkway, Mildred Terry Public Library 5689 Armour Road, North Columbus Public Library 2034 S Lumpkin Road, South Columbus Public Library Public Hearing A public hearing will be held at the Citizen Service Center, 3111 Citizens Way, on Wednesday, June 10, 2026, at 5:30 PM. The City will present information on the reports and receive comments from the public regarding the draft reports. A public meeting will be held at Frank Chester Recreation Center, 1441 Benning Drive, on Thursday, June 11, 2026, at 5:30 PM. The City will present information on the NRSA Study of South Columbus and receive input from the public regarding the draft. To Make Comments The City will receive written comments from Sunday, May 31, 2026, through 5:00 PM EST on Monday, June 29, 2026.
