NOTICE OF COMPLAINT FOR FORFEITURE NOW COMES PLAINTIFF, THE STATE OF GEORGIA, by and through the Office of the District Attorney for the Chattahoochee Judicial Circuit, and, pursuant to O.C.G.A. Sections 16-13-49 and 9-16-12, shows as follows: Defendant Property in Rem was lawfully seized by the Muscogee County Sheriff's Office, in Muscogee County, Georgia, on August 1, 2025, during law enforcement operations. Melik Jefferson and Jonkevius Billingsley violated O.C.G.A. 16-13-31(c), Trafficking in Marijuana, in that they did on or about August 1, 2025, at Orchard Hill Drive, Midland, Georgia 31820, in Muscogee County, possess a quantity of marijuana exceeding ten pounds. Defendant Property In Rem was used to transport contraband, purchased with proceeds from the sale of contraband, proceeds from the sale of contraband, in proximity of the contraband, or otherwise used in a manner to facilitate violations of the Georgia Controlled Substances Act and is punishable by imprisonment for more than one year.
