These notices shall satisfy the two separate but related procedural requirements for activities to be undertaken by Girls Inc. of Columbus.
REQUEST FOR RELEASE OF FUNDS
On or about February 25, 2026, the Columbus Consolidated Government will submit a request to the Department of Housing and Urban Development for the release of Economic Development Initiative-Community Project Funding funds under Further Consolidated Appropriations Act, 2024, as amended, to undertake a project known as the Baker Center Education Program.
Project Title: Baker Center Education Program
Purpose: The Baker Center offers after-school programs, along with summer and enrichment programs focused on academic support, leadership development, and life skills for girls. CPF grant funds will be used to undertake a gymnasium floor replacement, classroom renovations, and pool resurfacing.
Location: 3535 Levy Road, Columbus, Georgia 31903
Project Description: The Baker Center will utilize CPF grant funds to:
Gymnasium Floor Replacement – to replace the aging rubber floor squares with a wood or vinyl plank to increase durability for our afterschool and summer sports programs. This enhancement will not only increase the longevity of our program but also reduce injury compared to the shifting and sliding nature of the existing rubber mat tiles.
Classroom Renovations - to replace the flooring, tables, and chairs of our classrooms to create a healthy and safe environment for youth ages 5-18.
Pool Resurfacing - to resurface the pool.
Estimated Project Cost: $313,158.65
FINDING OF NO SIGNIFICANT IMPACT
The Columbus Consolidated Government has determined that the project will have no significant on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Columbus Consolidated Government, Government Annex Building, 420 10th Street, Columbus, Georgia, for review and may be examined or copied weekdays 8:30 A.M. to 4:30 P.M.
PUBLIC COMMENTS
An individual, group, or agency may submit written comments on the ERR to the Community Reinvestment Department, Attn. Emma Kimbrel, Planner of Community Reinvestment at Kimbrel.Emma@columbusga.org. All comments received by February 24, 2026, will be considered by the Columbus Consolidated Government prior to authorizing submission of a Request for Release of Funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The Columbus Consolidated Government certifies to the Department of Housing and Urban Development (HUD) that Mr. B.H. "Skip" Henderson, III, Certifying Officer, in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Department of Housing and Urban Development's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Columbus Consolidated Government to use Program funds listed.
OBJECTIONS TO RELEASE OF FUNDS
The Department of Housing and Urban Development (HUD) will accept objections to its release of funds and the Columbus Consolidated Government's certification for a period of fifteen days following the anticipated submission date, or its actual receipt of the request (whichever is later), only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Columbus Consolidated Government; (b) the Columbus Consolidated Government has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Department of Housing and Urban Development; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Atlanta CPD Field Office at CPDRROFATL@hud.gov. Potential objectors should contact the Atlanta CPD Field Office via email to verify the actual last day of the objection period.
