Proposals will be received by Richland County, South Carolina ("County"), pursuant to the Official Notice of Sale. PROPOSALS SHALL BE SUBMITTED BY ELECTRONIC BID VIA PARITY.
Sale Date: Wednesday, August 19, 2026, or on such other date and time as may be established by the County and communicated electronically not less than 48 hours prior to the time the proposals are to be received for the rescheduled sale.
Sale Time: 10:30 a.m. South Carolina Time (as determined by PARITY).
Bonds Dated: Date of Delivery (expected to be September 10, 2026).
Payment Dates: Interest on the Bonds accrues from the date of delivery and is payable semiannually on each March 1 and September 1, commencing March 1, 2027, until the Bonds are paid in full; principal is due each March 1, commencing March 1, 2027.
Good Faith Deposit: None.
Ratings: The Bonds have been rated "Aaa" by Moody's Investors Service, Inc., and "AAA" by S&P Global Ratings.
Continuing Disclosure: Through Digital Assurance Certification, L.L.C.
Redemption Provisions: The Bonds are subject to redemption as described in the Official Notice of Sale.

The Bonds will be issued under The Depository Trust Company's ("DTC") Book-Entry System in the form of single bonds in the aggregate principal amount maturing in each year registered in the name of Cede & Co., as the registered owner and nominee of DTC. Purchases of beneficial interests in the Bonds will be made in book-entry form only and will be available in denominations of $5,000 or any whole multiple thereof.
