PUBLIC NOTICE NOTICE OF INTENT TO AMEND 2023-2033 Transportation Improvement Program (TIP) Opportunity for Public Review and Comment 21–Day Public Notice June 23, 2026 to July 16, 2026 The Central Midlands Council of Governments (CMCOG) currently has proposed amendments for the FY 2023-2033 Transportation Improvement Program (TIP). These proposed amendments are available for public review and comment. The TIP serves as the 10-year project priority listing and funding program for the Columbia Area Transportation Study (COATS) Metropolitan Planning Organization (MPO) and as the Program of Projects for the urban area transit agency, the CMRTA. Proposed Amendment(s) to the 2023-2033 Transportation Improvement Program include(s): The addition of $1.5 million in guideshare funds for the development of the Lake Murray Boulevard at Columbiana Drive Intersection Improvement Project. The addition of $5 million in guideshare funds for the development of the Devine Street Multimodal Improvement Project. The addition of $571,301.60 in Transportation Alternatives Program funds for the development of the 9th Street Multi-Modal Connectivity and Safety Improvement Project. The addition of $400,000.00 in Transportation Alternatives Program funds for the development of the Old Cherokee Road Sidewalk Project. The addition of $105,622 in FY 2024 Section 5310 funds to the Babcock Center, Inc. for the purchase of a vehicle. The addition of $105,622 in FY 2024 Section 5310 funds to the Babcock Center, Inc. for the purchase of a second vehicle. The addition of $96,010 in FY 2024 Section 5310 funds to the Babcock Center, Inc. for the purchase of a third vehicle. The addition of $433,357 in FY 2024 Section 5310 funds to the Central Midlands Regional Transit Authority for the purchase of a service. The addition of $41.3 million in guideshare funds for the Columbia Avenue Widening Project. The addition of $921,000 in guideshare funds to rightsize the cost for the Columbia Avenue Widening Project. The addition of $15.7 million in guideshare funds to rightsize the cost for the Hardscrabble Road Widening Project. The addition of $15,000 in guideshare funds to rightsize the cost for the Leesburg Road @ Patricia Drive Intersection Improvement Project. The addition of $7,811,199 in FY 2025 Section 5307 funds that have been transferred to the Central Midlands Regional Transit Authority. The addition of $689,946 in FY 2025 Section 5339 funds that have been transferred to the Central Midlands Regional Transit Authority. The removal of $80,000 in guideshare funds for an Alternative Analysis of the Old Barnwell Road at Sausage Lane Intersection. The removal of $80,000 in guideshare funds for an Alternative Analysis of the Old Barnwell Road at White Knoll Road Intersection. The removal of $80,000 in guideshare funds for an Alternative Analysis of the Old Barnwell Road at Ermine Road Intersection. The removal of $8 million in guideshare funds for the development of the Leesburg Road at Patterson Road Intersection Improvement Project. The removal of $800,000 in guideshare funds for the Lexington Corridor Planning Feasibility Study. The removal of $75,000 in guideshare funds for an Alternative Analysis of the SC 60 at Columbiana Drive Intersection. The removal of $75,000 in guideshare funds for an Alternative Analysis of the Creekside Road at Edmunds Highway Intersection. The removal of $180,000 or the remaining balance in Transportation Alternatives Program funds for the development of the Meeting Street and State Street Area Improvements Project. The COATS MPO gives notice of intent to amend its 2023-2033 Transportation Improvement Program. Written comments can be submitted to the MPO at the address shown above or emailed to rsimmons@centralmidlands.org. Written comments will be accepted until July 16, 2026. Individuals interested in the conduct of a public hearing to discuss the contents of the TIP must submit a written request to the attention of Reginald Simmons at the CMCOG. Written requests for a public hearing must be received by CMCOG on or before the comment closing date at the address shown above. All written comments received shall, as applicable, be made as part of the CMCOG and/or CMRTA records of public input.
