Notice of Completion of Assessment Roll Vista Business Improvement District City of Columbia, South Carolina Please take notice that the assessment roll for the Vista Business Improvement District for the City of Columbia, South Carolina has been completed. A copy of the Assessment Roll is deposited in the Office of the City Clerk, 3rd Floor, City Hall, 1737 Main Street, Columbia, South Carolina, 29201. The Assessment Roll is available for public inspection during business hours 8:30 a.m. through 5:00 p.m., Monday through Friday, excluding City holidays. 64+/- block District (generally bounded by Taylor, Assembly, Greene and Blossom streets and the Congaree River) established with majority private property owner support by City Ordinance (No. 2026-0023) on May 5, 2026 and on June 9, 2026, effective as of the eighth (8th) day after publication in The State newspaper (June 25, 2026). Term of District: 10 years (January 1, 2027 through December 31, 2036). Improvements to be provided include: Public Space Management (60% of the total budget) with enhanced security including bicycle patrols and evening security patrols; enhanced maintenance (additional sidewalk cleaning, trash removal, graffiti removal), enhanced landscaping (tree grate and landscape maintenance), and special projects (public art, signage and wayfinding); Arts, Culture, and Marketing (20% of total budget) with communication and marketing, business development (including developer and investor recruitment, market research, residential recruitment) and planning; Administration and Advocacy make up the remaining 20% of the total budget. All BID services are over and above the baseline level of City services. The projected budget for 2027 is $921,209. Voluntary contributions from public and non-profit properties may increase this balance. In future years, assessments may change, up or down, if taxable value changes or property is added to the District. The assessment rate for 2027 is equal to .001844 per dollar of taxable value, as determined by the Richland County Tax Assessor. An additional assessment of $4.01 per foot of frontage on Gervais and Lady Streets between Assembly and Huger, along with such side streets between them as listed: Huger, Pulaski, Gadsden, Lincoln, and Park will provide that street with a higher level of services (one full-time dedicated maintenance staff person). As provided in the Municipal Improvement Act of 1999, the Vista BID assessment will appear as a separate item on annual tax bills during the 10-year term of the District. Existing laws for enforcement and appeal of property taxes apply to the BID assessments. The amount assessed shall constitute a lien against the property superior to all other liens except property taxes. Written objections, if any, to assessments must be filed not later than 12:00 o'clock noon, Monday, July 27, 2026. Objections must be filed with Columbia City Council, c/o City Clerk, City Hall, 3rd Floor, 1737 Main Street, Columbia, South Carolina 29201. Written objections filed with Columbia City Council on or before Monday, July 27, 2026, shall be heard by one or more members of City Council, at hearings to be held in Council Chambers, City Hall, 3rd Floor, 1737 Main Street, Columbia, South Carolina. Such hearings shall be held during the period June 27, 2026 through August 4, 2026.
