NOTICE OF FILING Application of South Carolina Water Utilities-PUI, Inc. for Approval of a Memorandum of Understanding with Richland County and the City of Columbia and Extension of Its Service Territory Docket No. 2026-115-S Why is this Notice Important? • South Carolina Water Utilities-PUI, Inc (“SCWU-PUI” or “Company”) filed an Application for Approval of a Memorandum of Understanding (“MOU”) dated March 15, 2024, between the Company, Richland County and the City of Columbia (“MOU Parties”) for expansion of SCWU-PUI’s service territory in Richland County, South Carolina with the Public Service Commission of South Carolina (the “Commission”). • The MOU was executed to facilitate the development of the Scout Motors manufacturing facility at the Blythewood Industrial Park (“Park”). • The Company requests that the Commission issue an Order approving the application to change its service territory as described in the MOU and as described in the MOU Exhibits A and B, including, but not limited to: o SCWU-PUI and Richland County evaluating the transfer to SCWU of a portion of Richland County’s service area east of SC Highway 269 (Hinnant Store Road), east of SC Highway 215 (Monticello Road), north of Camp Ground Road, west of SC High way 321 and the boundary of Richland School District Two and north to the Fairfield County line (“Area A”) o SCWU-PUI serving a portion of Richland County located west of Highway 321, north to the Fairfield County line, and west to the Richland School District Two Boundary (“Area B”) o SCWU-PUI having the right of first refusal to serve the part of the Disputed Area east of I-77 known as the Arum Tract, and an area North of the Arum Tract west of Wilson Road and south of North Firetower Road (“Area F”) o The City of Columbia serving “Area D” which is currently within SCWU-PUI’s service area and includes the northern part of the Park. The case was filed according to S.C. Code Ann. Regs. 103-504 and 103-541 and the rules and regulations of the Commission. Option A: File a completed Letter of Protest by: • Emailing the completed Letter of Protest to contact@psc.sc.gov; or • Mailing the completed Letter of Protest to 101 Executive Center Drive, Suite 100, Columbia, SC 29210. Intervenors have the right to testify, cross-examine witnesses, seek reconsideration of the Commission’s Final Decision, and must follow the Commission’s Rules of Practice and Procedure. To intervene, you must: • Email a Petition to Intervene to contact@psc.sc.gov no later than Friday, July 17, 2026; or • Mail a Petition to Intervene to 101 Executive Center Drive, Suite 100, Columbia, SC 29210 no later than Friday, July 17, 2026. Please include your email address. **You must give a copy of your Petition to Intervene to all Parties in this case. Petitions to Intervene must meet the requirements of Commission Regulation 103-825 and must be approved by the Commission. In the above referenced case, if the proposed tariffs contain any request for a change of rates, the proposed rates may be changed by the Commission.
