PUBLIC NOTICE CITY OF COLUMBIA, SC COMMENT REVIEW PERIOD & PUBLIC HEARING DRAFT PY 2026 ANNUAL ACTION PLAN NOTICE is given that a draft of the Program Year 2026 Annual Action Plan (PY 2026 AAP) for the City of Columbia will be available for a thirty (30)-day public comment and review period, and one public hearing. The City of Columbia (City) is an entitlement recipient of Federal formula grants from the U.S. Department of Housing and Urban Development (HUD) for the following programs: Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Housing Opportunities for Persons with AIDS (HOPWA). These funds provide programs and services that benefit low- to moderate-income persons in the City of Columbia. The City's PY 2026 AAP outlines proposed projects and activities by the City's CDBG, HOME, and HOPWA programs to address the identified priority needs and goals in the Five-Year Consolidated Plan. At this time, HUD has not yet announced the PY 2026 CDBG, HOME, or HOPWA grant allocations for PY 2026, which begins July 1, 2026, and ends June 30, 2027. The allocations of $1,137,467.00 for CDBG, $660,423.89 for HOME, and $1,908,324.00 for HOPWA are only estimates of the anticipated PY 2026 grant allocations based on prior year awards. The City has a contingency provision per HUD notice CPD-25-02 to align final allocations with actual funding. Activity budgets will be adjusted proportionally to match the announced allocation while ensuring compliance with grant regulations. 30-Day Public Comment Period: The draft of the AAP will be available for public comment between April 1, 2026 and May 1, 2026 and is available online at https://communitydevelopment.columbiasc.gov or at the City's Community Development Department (CDD), located at 1401 Main Street, 4th Floor. Public Hearing: A public hearing will be held to discuss the proposed AAP on Thursday, April 23, 2025 at 6:00pm, at the Busby Community Center, 1735 Busby St, Columbia, SC 29203.
