PUBLIC NOTICE NOTICE OF INTENT TO AMEND 2023 - 2033 Rural Transportation Improvement Program (RTIP) Opportunity for Public Review and Comment 21–Day Public Notice March 4, 2026 to March 27, 2026 The Central Midlands Council of Governments (CMCOG) currently has a proposed amendment for the FY 2023 – 2033 Rural Transportation Improvement Program (RTIP). This proposed amendment is available for public review and comment. The RTIP serves as the 10-year project priority listing and funding program for the Central Midlands Council of Governments (CMCOG) and as the Program of Projects for the rural area transit agencies. Proposed Amendment(s) to the 2023 – 2033 Rural Transportation Improvement Program include(s): The addition of $418,302 in Section 5311 Funds as administered by SCDOT for the Central Midlands Regional Transit Authority (Lower Richland). The addition of $565,277 in Section 5311 Funds as administered by SCDOT for the Newberry County Council on Aging. The addition of $436,426 in Section 5311 Funds as administered by SCDOT for the Fairfield County Transit System. The addition of $523,028 in State Mass Transit Funds as administered by SCDOT for the Central Midlands Regional Transit Authority. The addition of $500,000 in Section 5339 Funds as administered by SCDOT for the Fairfield County Transit System. The addition of $774,130.92 in Section 5339 Funds as administered by SCDOT for the Newberry County Council on Aging. The addition of $300,000 in Rural Guideshare for Local Jurisdiction Bike and Pedestrian Plans for municipalities in Lexington and Richland Counties which includes the Town of Batesburg-Leesville, Town of Eastover, Town of Pelion, and the Town of Summit. The CMCOG gives notice of intent to amend its 2023 – 2033 Rural Transportation Improvement Program.
