The Central Midlands Council of Governments (CMCOG) currently has a proposed amendment for the FY 2023 – 2033 Rural Transportation Improvement Program (RTIP). This proposed amendment is available for public review and comment. The RTIP serves as the 10-year project priority listing and funding program for the Central Midlands Council of Governments (CMCOG) and as the Program of Projects for the rural area transit agencies.
Proposed Amendment(s) to the 2023 – 2033 Rural Transportation Improvement Program include(s):
The addition of $418,302 in Section 5311 Funds as administered by SCDOT for the Central Midlands Regional Transit Authority (Lower Richland).
The addition of $565,277 in Section 5311 Funds as administered by SCDOT for the Newberry County Council on Aging.
The addition of $436,426 in Section 5311 Funds as administered by SCDOT for the Fairfield County Transit System.
The addition of $523,028 in State Mass Transit Funds as administered by SCDOT for the Central Midlands Regional Transit Authority.
The addition of $500,000 in Section 5339 Funds as administered by SCDOT for the Fairfield County Transit System.
The addition of $774,130.92 in Section 5339 Funds as administered by SCDOT for the Newberry County Council on Aging.
The addition of $300,000 in Rural Guideshare for Local Jurisdiction Bike and Pedestrian Plans for municipalities in Lexington and Richland Counties which includes the Town of Batesburg-Leesville, Town of Eastover, Town of Pelion, and the Town of Summit.
The CMCOG gives notice of intent to amend its 2023 – 2033 Rural Transportation Improvement Program. Those interested can view or receive a copy of the proposed amendment(s) at 236 Stoneridge Drive, Columbia, SC 29210 or on our website at www.centralmidlands.org. Written comments can be submitted to the CMCOG at the address shown above or emailed to rsimmons@centralmidlands.org. Written comments will be accepted until March 27, 2026.

Individuals interested in the conduct of a public hearing to discuss the contents of the TIP must submit a written request to the attention of Reginald Simmons at the CMCOG. Written requests for a public hearing must be received by CMCOG on or before the comment closing date at the address shown above.
All written comments received shall, as applicable, be made as part of the CMCOG and/or CMRTA records of public input. Please be advised that if no comments are received and/or no additional changes have been made, then as amended, this document will be published as the final document.
