PUBLIC NOTICE NOTICE OF INTENT TO AMEND 2023-2033 Transportation Improvement Program (TIP) Opportunity for Public Review and Comment 21–Day Public Notice March 4, 2026 to March 27, 2026 The Central Midlands Council of Governments (CMCOG) currently has proposed amendments for the FY 2023-2033 Transportation Improvement Program (TIP). These proposed amendments are available for public review and comment. The TIP serves as the 10-year project priority listing and funding program for the Columbia Area Transportation Study (COATS) Metropolitan Planning Organization (MPO) and as the Program of Projects for the urban area transit agency, the CMRTA. Proposed Amendment(s) to the 2023-2033 Transportation Improvement Program include(s): The addition of $500,000 in guideshare funds for the development of the City of Columbia Land Use and Transportation Study. The addition of $15,750,00 in FTA's FY 25-26 Low-No-Emission Program Funds/Section 5339 Funds for the purchase of State-of-the-Art Diesel-Electric Hybrid Vehicles. The addition of $523,028 in State Mass Transit Funds as administered by SCDOT for the Central Midlands Regional Transit Authority. The COATS MPO gives notice of intent to amend its 2023-2033 Transportation Improvement Program. Written comments can be submitted to the MPO at the address shown above or emailed to rsimmons@centralmidlands.org. Written comments will be accepted until March 27, 2026. Please submit your written comments to the attention of Reginald Simmons, Deputy Executive Director /Transportation Director at the email or mailing address above or contact him at 803-376-5390 if you have any questions. Individuals interested in the conduct of a public hearing to discuss the contents of the TIP must submit a written request to the attention of Reginald Simmons at the CMCOG. Written requests for a public hearing must be received by CMCOG on or before the comment closing date at the address shown above. All written comments received shall, as applicable, be made as part of the CMCOG and/or CMRTA records of public input.
