PUBLIC NOTICE OF SIGNIFICANT INDUSTRIAL DISCHARGE VIOLATIONS
Listed below are industrial discharge violations defined as significant and requiring newspaper publication under the requirements of 40 CFR Part 403 (General Pretreatment Regulations) within the Metropolitan Columbia Sewer Service Area occurring during the January 1, 2025 through the December 31, 2025 calendar year.
Industry Name: American Italian Pasta Company, 2000 American Italian Way, Columbia, SC 29209
Violation(s): Zinc exceedances above the permitted limit in August 2025. Due to the low number of samples collected the percentage of non-compliant samples met the Technical Review Criteria and resulted in Significant Non-Compliance.
Action(s) Taken: Informal correspondence with the facility to address the violation, and a Notice of Significant Non-Compliance Violation was issued. No definitive source was identified for the zinc exceedance. Previous exceedances had been attributed to the sample location needing to be cleaned. The sample location was last cleaned in May 2025. Follow up sampling was below the permitted limit.
Industry Name: Technetics Group, 2971 The Boulevard, Columbia, SC 29209
Violation(s): Nickel exceedance above the permitted limit during the month of September 2025 which met both the Technical Review Criteria and Chronic Review Criteria and resulted in Significant Non-Compliance.
Action(s) Taken: Informal correspondence with the facility to address the violation, and a Notice of Significant Non-Compliance Violation was issued. The facility conducts initial testing prior to releasing a discharge. The results for the initial testing were slightly below the permitted limit for nickel; however, the sample results for the discharge that was released came back above the permitted limit for nickel. The facility has implemented a policy to not release a discharge unless the initial testing prior to discharge is at least 1 mg/L less than the permitted limit. There were no additional discharges in 2025 so follow-up sampling was not conducted.
