South Carolina Department of Environmental Services NOTICE OF PUBLIC HEARING Heidelberg Materials Southeast Agg LLC Manning Quarry Richland County, South Carolina (SCDES Application I-002444) Date: February 11, 2026 Heidelberg Materials Southeast Agg LLC has applied to the South Carolina Department of Environmental Services (SCDES) for a permit to mine granite at a site located at 7900 Monticello Road in Richland County, approximately 6.5 miles northwest of Columbia, South Carolina (TMS #RO7700-01-05). A proposed reclamation plan to restore the site to a grassland, woodlands and a lake/pond has been submitted with the application. The mine permit application and related documents are available for review on SCDES's website at https://des.sc.gov/ManningQuarry. SCDES will hold a public hearing on March 19, 2026, at 7:00 PM, to accept oral and written comments on the proposed quarry. A public meeting will be held from 6:00 PM until 7:00 PM prior to the public hearing. These events will be held at the Jones Center at Columbia International University (7435 Monticello Rd, Columbia, S.C., 29203). Doors will open at 5:30 PM to facilitate the sign-in process and provide an opportunity to meet SCDES staff. The public meeting is informal and provides an opportunity to have a discussion with SCDES staff about the quarry and environmental permitting process prior to giving comments at the public hearing. The meeting will begin with a presentation followed by a time to ask questions. The public hearing is formal and provides an opportunity to make oral comments that will be heard by SCDES staff and recorded by a court reporter. There will be no questions and answers during the public hearing. SCDES values each participant's involvement in the public hearing and will conduct it in a respectful, orderly manner with reasonable limits on the length of comments, if necessary.
