NOTICE OF FILING AND PUBLIC HEARINGS VIRTUAL & IN-PERSON CUSTOMER HEARINGS (OFF SITE & PSC OFFICES) Application of Dominion Energy South Carolina, Inc. for Authority to Adjust and Increase its Retail Electric Rates and Charges (*This Filing Includes a Request for an Increase to Retail Electric Rates) Docket No. 2025-325-E Why is this Notice Important? • Dominion Energy South Carolina, Inc. (“DESC” or “the Company”) is requesting a rate increase and changes to the Company’s electric rates and schedules for retail electric base rates. If approved, new rates will be effective for service rendered on and after the first billing cycle of July 2026. • The Public Service Commission of South Carolina (“Commission”) has scheduled public hearings in this case and will decide what rates DESC can charge. • According to the Application, the proposed rates and charges represent an overall average increase in retail revenues of 11.47%, or approximately $322 million. The details of the Company’s calculations are set forth in DESC’s Application and Prefiled Direct Testimony. The Monthly impact of DESC’s new proposed rates in dollars and percentages for typical Company customers is as follows: Customer Class1 Monthly Dollar Increase1 Average Monthly Percentage Increase Residential2 $19.98 12.73% Commercial $1,083.75 5.79% Industrial $81,550.80 15.34% 1 A typical customer would be (a) a residential Rate 8 customer using 1,000 kWh per month; (b) a Rate 20 commercial customer with a 500 kVA demand using 150,000 kWh; and (c) a 10 MW Rate 23 Industrial customer with a 90% load factor. The actual monthly bill impact will vary by each individual customer’s usage. 2 Please note that DESC is proposing a daily prorated Basic Facilities Charge, for residential rate schedules in its application. • Proposed changes to the Basic Facilities Charges and other rate schedules may be found in the Company’s Application and Prefiled Direct Testimony.
