PUBLIC NOTICE The City of Cayce maintains an industrial pretreatment program. As part of the public participation requirements of this program, pursuant to 40 CFR Part 25, the City must publish, in a newspaper of general circulation that provides meaningful public notice within the jurisdiction served by the City, a list of industrial users which, at any time during the last twelve months, were in significant non-compliance with applicable pretreatment standards or other pretreatment requirements. A summary of industrial users in significant non-compliance for the period of January 1, 2025 to December 31, 2025 is as follows: Aspire Bakeries, LLC, Permit #25-1, located at 167 Overland Drive, West Columbia, SC 29172, violated the discharge provisions of its pretreatment discharge permit for daily maximum and average concentrations for Total Phosphorus and Oil & Grease. Enforcement Action taken was the issuance of Notices of Violation, Notices of Significant Non-Compliance and a Compliance Order. South Carolina Industrial Holdings, Primer Facility, Permit #34-1, located at 230 Metropolitan Drive, West Columbia, SC 29170, violated the discharge provisions of its pretreatment discharge permit for daily maximum and average concentration for Ammonia and Lead. Enforcement Action taken was the issuance of Notices of Violation and Notices of Significant Non-Compliance. Apex Tool Group, Permit #19-1, located at 670 Industrial Drive, Lexington, SC 29072, violated the provisions of its pretreatment discharge permit for daily maximum concentration for Ammonia.
