Notice of Filing and Public Hearing Docket/Case Number and Name: 2026-1-E - Annual Review of Base Rates for Fuel Costs of Duke Energy Progress, LLC (For Potential Increase or Decrease in Fuel Adjustment) Why is this Notice Important? Why is this Notice Important? •The Public Service Commission of South Carolina (“Commission”) has sched- uled a public hearing toreview the Base Rates for Fuel Costs for Duke Energy Progress, LLC (the “Company”). •Fuel costs, according to the law, include, in part, the cost of fuel, the cost of fuel transportation, andthe fuel costs related to the power that electric utilities purchase from other businesses to provideelectricity to its customers. •A procedure for annual hearings to allow the Commission and all interested parties to review the fuelpurchasing practices and policies of Duke Energy Progress, LLC and for the Commission todetermine if any adjustment in the fuel cost recovery mechanism is necessary and reasonable isrequired by law. S.C. Code Ann. Section 58-27-865 •The law states, in part, “Upon conducting public hearings in accordance with law, the Commissionshall direct each company to place in effect in its base rate an amount designed to recover, during thesucceeding twelve months, the fuel costs determined by the Commission to be appropriate for thatperiod, adjusted for the over-recovery or under-recovery from the preceding twelve-month peri- od.”S.C. Code Ann. Section 58-27-865(B) •Also, in this case the Commission will determine whether an increase or de- crease should be grantedin the fuel cost component designed to recover the additional (or incremental) or avoided costs paid(or incurred) by the Company to operate (or to implement) the distributed energy resource programpreviously approved by the Commission. S.C. Code Ann. Section 58-39-140 •The Commission, on August 19, 2021, in Order No. 2021-569, Page 35 stated, “S.C. Code Ann.Section 58-40-20(E) requires the value of energy produced by customer-generators to be updatedannually, and the annual fuel proceedings is the logical proceeding to conduct that update.” •The Commission will review the fuel purchasing practices of Duke Energy Progress, LLC during thiscase and hearing. The Case was filed according to S.C. Code Ann. Section 58-27-865, and this hearing has been scheduled according to S.C. Code Ann. Regs. 103-817, S.C. Code Ann. Sections 58-39-140 and 58-27-865, and Order No. 2021-569. A public hearing has been scheduled in this case to begin on Wednesday, June 24, 2026, at 10:00 a.m., at the Public Service Commission, Hearing Room, 101 Executive Center Drive, Colum- bia, SC 29210.
