Richland County, South Carolina The South Carolina Department of Environmental Services (SCDES) is accepting public comments on a proposed Voluntary Cleanup Contract through January 13, 2026.
The Voluntary Cleanup Contract, 25-5668-NRP, will affect approximately 4 acres located at 400 Planters Drive, Columbia, South Carolina. The property is further identified by Richland County Tax Map Serial Numbers R16405-02-06, R26405-02-05, and R16405-02-04. Cypress Investment Partners, LLC (“Cypress”) wants to acquire the property and intends to redevelop it into a light industrial/warehouse facility.
The property was developed by the Allcraft Steel Company, Inc. (“Allcraft”), a steel fabrication company, in 1957. Allcraft operations on the property ended in 2005 and the property has been vacant since 2010. The past use of the property may have caused environmental pollution on the property.
SCDES uses Voluntary Cleanup Contracts to encourage productive reuse of Brownfield properties. If this Voluntary Cleanup Contract is implemented, SCDES will allow the Cypress to acquire the property as a “Brownfields Development” because of the potential for environmental pollution from past activity on the property.
SCDES will not hold Cypress responsible for pre-existing pollution in exchange for doing work under the Voluntary Cleanup Contract. Under the proposed contract, Cypress will test soil, groundwater, and soil vapor on the property. If significant contamination is found, Cypress will be required to take steps to protect human health and the environment. Cypress did not create the pollution but will control it to keep the property safe for re-use. Under state law, Cypress will not be responsible if anyone has been affected by the contamination. The responsibility of former owners or operators of the property is not reduced by this contract.
