RICHLAND COUNTY, SOUTH CAROLINA COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIP PROGRAMS NOTICE OF DISPLAY OF THE FY 2024 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (C.A.P.E.R.) In accordance with Title I of the National Affordable Housing Act of 1990, P.L. 101-625, Richland County has prepared its Fiscal Year 2024 Consolidated Annual Performance and Evaluation Report (C.A.P.E.R.) for its Community Development Block Grant Program (CDBG), Community Development Block Grant – CARES Program (CDBG-CV), HOME Investment Partnership (HOME), and Emergency Solutions Grants (ESG) Programs. This report describes the level of housing assistance and other community development activities designed to benefit low- and moderate-income persons and households through various federal funding programs during Fiscal Year 2024 (October 1, 2024 through September 30, 2025). Richland County intends to submit the FY 2024 C.A.P.E.R. to the U.S. Department of Housing and Urban Development on or before December 29, 2025. Notice is hereby given that Richland County, South Carolina will hold a public hearing on Thursday, December 11, 2025 at 6:00 p.m., prevailing time, in Council Chambers located at 2020 Hampton Street, Columbia, South Carolina 29201. The location is accessible to persons with physical disabilities.
