PUBLIC NOTICE NOTICE OF INTENT TO AMEND 2023 - 2033 Rural Transportation Improvement Program (RTIP) Opportunity for Public Review and Comment 21–Day Public Notice November 22, 2025 to December 16, 2025 The Central Midlands Council of Governments (CMCOG) currently has a proposed amendment for the FY 2023 – 2033 Rural Transportation Improvement Program (RTIP). This proposed amendment is available for public review and comment. The RTIP serves as the 10-year project priority listing and funding program for the Central Midlands Council of Governments (CMCOG) and as the Program of Projects for the rural area transit agencies. Proposed Amendment(s) to the 2023 – 2033 Rural Transportation Improvement Program include(s): The addition of the Local Jurisdiction Bike and Pedestrian Plans for municipalities in Newberry County which include Peak, Pomaria, Prosperity, Silverstreet, Little Mountain, Newberry, and Whitmire. A total of $325,000 in federal funds has been established for this project. The addition of the Local Jurisdiction Bike and Pedestrian Plans for municipalities in Fairfield County which include Winnsboro, Ridgeway, and Jenkinsville. A total of $225,000 in federal funds has been established for this project. The addition of $500,000 in guideshare funds for the preliminary engineering of the (US 21) Ridgeway Road at State Road 200 Intersection Improvement Project. The addition of $100,000 in guideshare funds for the development of the Regional Freight Transportation Plan. The CMCOG gives notice of intent to amend its 2023 – 2033 Rural Transportation Improvement Program.
