PUBLIC NOTICE Unified Planning Work Program Opportunity for Public Review and Comment 21–Day Public Notice November 21, 2025 to December 15, 2025 The Central Midlands Council of Governments (CMCOG) and the Central Midlands Regional Transit Authority (CMRTA) currently have a proposed amendment for the FY 2025 to FY 2027 Unified Planning Work Program (UPWP). This proposed amendment is available for public review and comment. The UPWP provides a bi-annual planning work program that identifies the transportation and transit planning activities to be undertaken for the Columbia Area Transportation Study (COATS) Metropolitan Planning Organization (MPO) and the urban area transit agency, the CMRTA. Proposed amendment(s) to the FY 2025 to FY 2027 Unified Planning Work Program include(s): The addition of the Local Jurisdiction Bike and Pedestrian Plans for municipalities in Lexington County which include Gilbert, Gaston, Swansea, South Congaree, & Pine Ridge. A total of $400,000 in federal funds has been established for this project. The addition of the US 321 Corridor Feasibility Study in Lexington County. A total of $200,000 in federal funds has been established for this project. The COATS MPO gives notice of intent to amend its FY 2025 to FY 2027 Unified Planning Work Program. Written comments can be submitted to the MPO at the address above or emailed to rsimmons@centralmidlands.org. Written comments will be accepted until December 15, 2025. Individuals interested in the conduct of a public hearing to discuss the contents of the UPWP must submit a written request to the attention of Reginald Simmons at the CMCOG. Written requests for a public hearing must be received by CMCOG on or before the comment closing date at the address shown above. All written comments received shall, as applicable, be made as part of the CMCOG and/or CMRTA records of public input.
