NOTICE OF REFERENDUM $100,000,000 GENERAL OBLIGATION BONDS SCHOOL DISTRICT OF CHESTERFIELD COUNTY, SOUTH CAROLINA NOTICE IS HEREBY GIVEN that a referendum will be held in the School District of Chesterfield County, South Carolina (the “School District”), on November 4, 2025, for the purpose of submitting to all persons qualified to vote in the School District, under the Constitution and laws of the State of South Carolina (the “State”), the following question: Shall the Board of Education of Chesterfield County School District, South Carolina (the “School District”) be empowered to issue, at one time or from time to time, general obligation bonds of the School District, in a principal amount of not exceeding $100,000,000, the proceeds of which shall be used to finance the costs (including architectural, engineering, legal and related fees and land acquisition, if necessary) of the following: Safety and Security Upgrades at Facilities throughout the School District: •Installation of additional fencing; and •Installation of keyless entry for exterior doors Upgrades to Athletic Facilities: •Renovation, improvement or replacement of existing gyms at all School District high schools; •Construction of new track and football fields for all School District high schools; and •Improvement, expansion and renovation of weight rooms, locker rooms and other athletic facilities at all School District high schools Expansion Projects: •Constructing and equipping classroom additions at McBee High School, McBee Elementary School, Pageland Ele- mentary School, Central High School and New Heights Middle School including site work and improved access; •Expansion of kitchen and cafeteria space at Petersburg Primary School; •Addition of a new gym/multi-purpose space at Plainview Elementary School; •Addition of a new gym/multi-purpose space at Cheraw Intermediate School; and •Construction of new CATE classroom building at Chesterfield High School. Site Improvements: •New Digital Marquees throughout the School District; •Installation of covered walkway at Petersburg Primary School; and •Installation of playground equipment covering at all playgrounds in the School District. Renovations, repairs and improvements as needed at all schools and other facilities in the School District? If the voter wishes to vote in favor of the question, select “Yes, in favor of the question.” If the voter wishes to vote against the ques- tion, select “No, opposed to the question.” Yes, in favor of the question No, opposed to the question The polls will open at 7:00 a.m. and close at 7:00 p.m. on November 4, 2025. Appropriate voting machines will be provided at the polling places for use in voting on the aforesaid question. Managers of Election will be appointed by the Board of Voter Registration and Elections of Chesterfield County (the “Elections Board”). The last day on which persons may register in order to be eligible to vote in the Referendum will be Sunday, October 5, 2025. Applications for registration to vote sent by mail must be postmarked not later than Monday, October 6, 2025. At 2:00 p.m. on Monday, November 3, 2025, the Elections Board will begin its examination of the absentee ballot return envelopes at Chesterfield County Voter Registration and Elections Office, 205 W Main St, Chesterfield SC 29709. At 10:00 a.m. on Friday, November 7, 2025, the County Board of Canvassers will hold a hearing to determine the validity of all provisional ballots cast in this election. This hearing will be held at Chesterfield County Voter Registration and Elections Office, 205 W Main St, Chesterfield SC 29709. Registered voters may be eligible to vote by absentee ballot.
